UPI says more than 1,000 drones and 2 dead; The Media Line's headline says one Moscow refinery
Nine reports on the last day of Russia's parliamentary vote. One gives a figure for the attack and a figure for the dead. None names anyone killed, on either side.
The attack. UPI reports Ukraine targeted Russia with "more than 1,000 drones and a newly developed ballistic missile" on Sunday, in what the Moscow mayor called the largest such attack on the capital. Its headline adds two dead. We hold only its opening lines. The Media Line's headline names a single target, a Moscow refinery, alongside civilian deaths reported in the Kyiv region; we hold no text beneath it.
| Outlet | What it carries | Attributed in the sentence? |
|---|---|---|
| UPI | 1,000-plus drones, a new ballistic missile, "killing 2" | the scale, to the mayor; the deaths, no |
| The Media Line | a Moscow refinery struck; Kyiv region deaths | deaths to "Kyiv region"; nobody named as causing them |
| RIA Novosti | a drone "with fragmentation elements" over Sevastopol | to Sevastopol's governor |
| Regnum | freight wagons derailed in Rostov region | to the railway; no cause given |
The vote. Le Figaro puts the charge in its headline in quotation marks, "signs of Ukrainian interference", and hedges the disruption. It quotes election commission chair Ella Pamfilova: "More than a thousand DDoS attacks were recorded against Russian infrastructure involved in the electoral process." Life.ru states her verdict flat in its first sentence, that the attempts failed, and names her in the second. Both rest on the same briefing.
Not settled. Nobody we hold tests the attribution to Ukraine. No Ukrainian official is quoted in any of the nine reports. None names any of the dead, in Russia or in the Kyiv region. And nobody links the Moscow strike, the Sevastopol drone and the Rostov derailment into one night.
What this is about. Russia held three days of voting for its parliament, and Ukraine is reported to have attacked Russian territory on the last of them.
How it got here. Russia annexed Crimea, including the naval port of Sevastopol, in March 2014, and fighting began the same year in eastern Ukraine, where Russian-backed separatists proclaimed a "Luhansk People's Republic". Russia launched a full-scale invasion of Ukraine on 24 February 2022. That September it declared four more Ukrainian regions annexed, Luhansk among them; the UN General Assembly called the annexations invalid and most states do not recognise them. The war has since been fought not only along the front but deep into both countries by drone and missile, with oil refineries and railways among the targets struck inside Russia. Russia's parliamentary term runs five years, so the State Duma elected in September 2021 fell due this month, and regional offices were filled on the same weekend, including the head of the republic of Tuva in southern Siberia.
Who is in it. Ukraine is defending against the invasion and says nothing here: none of the reports we hold carries a Ukrainian voice. Russia's Central Election Commission, chaired by Ella Pamfilova, runs the vote and is the source for what it says went wrong with it. Sevastopol's governor and a regional railway account for what was hit outside Moscow. Election officials in occupied Luhansk report turnout there as ordinary administration.
What is at stake. Whether a ballot held under attack, and held in territory Russia took by force, is read as a result or as a staging. And whether an attack Russia calls the largest ever on its capital is confirmed by anyone beyond the officials of the state that was hit.
Where it stands. Polling has closed. The counting had barely begun.
What is being argued about
- The size of the attack on Russia, and who says so
- Two dead counted, nobody named, on either side
- An interference claim with one source and no answer
- A vote reported from occupied Luhansk without qualification
