UPI says the Kremlin put Nestlé under 'temporary external administration'; Al Jazeera says Russia 'seizes' French firms' assets
Two reports published eight minutes apart say Russia took control of Western companies' assets. They use different words for the move and name different companies. We hold only the opening lines of each.
What we hold. Two reports, both from 18 September. We hold only the headline and first line of each. Neither mentions the company the other names.
| UPI | Al Jazeera English | |
|---|---|---|
| Word for the move | "took control", "temporary external administration" | "seizes" |
| Company named | Nestlé, a Swiss firm | "French firms", not named |
| UK envoy summoned | not carried | carried |
| Company quoted | no | no |
The word. UPI uses the Russian state's own term, without quote marks. Al Jazeera calls it a seizure in its own voice. Both name Russia as the actor.
The link to Ukraine. Only Al Jazeera carries the Kremlin calling UK support for Ukraine an endorsement of "terrorism", in quote marks. It links this to a "recent escalation in weapons supply" but does not say who escalated. It carries no UK reply.
The companies. UPI says Nestlé "is weighing options" but quotes nothing from it. Al Jazeera's opening line names no French company.
What is not settled - Which French companies are affected, and how many. - Whether the Nestlé and French cases are one decision or separate ones. - Whether "administration" is really temporary or a seizure by another name. Neither report says. - What the UK said in reply. We hold nothing from London.
What this is about. Russia is taking state control of Russian businesses owned by Western companies, and linking the move to Western support for Ukraine.
How it got here. Russia launched its full-scale invasion of Ukraine on 24 February 2022. The United States, the European Union, the United Kingdom and others answered with sanctions. They also froze Russian central bank reserves held abroad. Many Western companies sold up or left Russia. Some, Nestlé among them, cut back but kept part of their business there.
In April 2023 President Vladimir Putin signed a decree that lets the state put the Russian assets of companies from countries it calls "unfriendly" under temporary management. Rosimushchestvo, the Russian state property agency, becomes the manager. On paper the owner keeps the assets, but it loses control of them. The first cases that year were the Russian units of the energy firms Uniper and Fortum, then Danone and Carlsberg. Moscow said the decree answered Western moves against Russian property abroad.
The actors. The Kremlin issues the decrees. Western companies with Russian operations lose control of those units. Their home governments here are Switzerland, France and the UK. The UK has been one of Ukraine's main weapons suppliers since 2022, which is why Moscow links the move to London.
What is at stake. The companies stand to lose factories, staff and years of investment. For Russia, this is leverage over governments that arm Ukraine or hold its frozen reserves. It is disputed whether this "temporary" control can be undone: Moscow calls it temporary, and critics call it expropriation.
Where it stands. On 18 September UPI reported that Nestlé's Russian assets had been placed under administration. Al Jazeera English reported that French firms' assets had been seized and the UK envoy summoned. We hold no fuller account of either.
What is being argued about
- Is it 'temporary external administration' or a seizure?
- Which companies are hit: Nestlé, French firms, or both?
- The Kremlin's 'terrorism' charge against UK support for Ukraine
- What we do not hold: the French firms' names, any company's own words, the UK reply
