Washington Post: "Man shot by ICE". Breitbart: "Illegal Alien Shooting"
Six reports on one shooting in Austin. Three print the name Wilber Garcés Pérez; three give only his nationality or his immigration status. None names the officer who fired, and none carries a word from ICE.
One shooting, two nouns. A federal immigration officer shot a man in Austin, Texas, on Sunday. The New York Times and the Washington Post name him: Wilber Garcés Pérez. The Atlantic calls him "a Venezuelan man". Breitbart's headline calls the same event an "Illegal Alien Shooting", and makes the news the graffiti protesters painted afterwards.
What each report makes the story
| Outlet | Its headline is about | What it calls him |
|---|---|---|
| The Atlantic | the officer's body camera | "a Venezuelan man" |
| The New York Times | what videos show | names him |
| Washington Post, Monday | a bullet near his spine | names him |
| Washington Post, Tuesday | partial paralysis | names him |
| Breitbart | graffiti threatening ICE officers | "a Venezuelan illegal alien" |
| Reuters | back in hospital | "Venezolano" |
Whose account. Every detail of his condition is marked as coming from him or from his lawyer. Three reports state the shooting flat: an ICE officer shot him. The New York Times hedges the shot as apparent. Breitbart writes it with no actor named — an "officer-involved shooting".
Not settled. Why he was stopped. Where the officer stood: only the New York Times describes it, from its own video analysis, and says the surrounding events remain murky. Whether a body camera was running: the Atlantic says it was not; no other report we hold addresses it. And what ICE says — we hold nothing.
What this is about. A federal immigration officer shot a man in Austin, Texas, on Sunday 20 September, and the reports we hold disagree on what to call him, how badly he is hurt, and what the story is.
How it got here. Immigration and Customs Enforcement — ICE — is the federal agency, inside the Department of Homeland Security, that has handled immigration arrests, detention and deportation inside the United States since it was created in 2003. Its Enforcement and Removal Operations arm, which Breitbart names as the officer's, is the division that makes arrests away from the border and runs the detention centres. Austin is the capital of Texas. The reports we hold do not say why the man was stopped, and none carries an account from ICE of the shooting, of his custody or of his medical care.
Who is in it. Wilber Garcés Pérez, the man shot, Venezuelan, named by the New York Times and the Washington Post. His attorney, who is the source for everything we are told about his condition. The officer who fired, whom no report we hold names. ICE, which employs that officer and which — on Garcés Pérez's own account, carried by the Washington Post — held him afterwards. And protesters in Austin, whose graffiti is what Breitbart's report is actually about.
What is at stake. When a federal officer uses deadly force, what is recorded decides what can be examined afterwards. The Atlantic reports the officer wore no body camera. If that holds, what is left is the video the New York Times analysed and the account of the man who was shot — and the Times says plainly that the sequence remains unclear.
Where it stands. Two days on, he is back in hospital for treatment for partial paralysis, according to his lawyer. No report we hold describes an investigation, a charge or a case in court.
What is being argued about
- What each report calls the man an officer shot, and whether it prints his name
- His condition — partial paralysis, a bullet near his spine — and who says so
- What the video shows about where the officer stood, and what nobody can settle
- Breitbart making the graffiti, not the shooting, the news
