Welt says thousands are camped in Ceuta and Spain is doing little; El Mundo says 2,000-plus, a calm border and police clearing camps
People have been camped in Spain's enclave on Morocco's border for two months, according to Welt. Two centre-right papers, one German and one Spanish, disagree on how many people there are and on whether Spain is acting.
The camp. Welt says "Tausende Migranten" (thousands of migrants) have camped in Ceuta for two months. El Mundo says "más de 2.000 personas" (more than 2,000 people) are still camped. Neither says who counted.
Is Spain acting? The two accounts point in opposite directions.
| Welt (DE) | El Mundo (ES) | |
|---|---|---|
| Size | "Tausende", no number | "más de 2.000 personas" |
| Spain's response | "Spanien tut nicht viel" (Spain is not doing much), in its own voice | Police operation clearing part of the Tarajal industrial estate |
| The camps | Migrants quoted: "Wir sind keine Invasoren" (we are not invaders) | "asentamientos ilegales" (illegal settlements), in its own voice |
| The border | Not in the text we hold | "fuerte vigilancia" (heavy surveillance) keeps it "en calma" (calm) |
| Visitor | Manfred Weber (EPP), called the first EU politician from Brussels to visit | Not in the text we hold |
Who speaks. Welt's headline uses the campers' own words. El Mundo leads with security. It does not name the police force or any official. Neither report quotes a Spanish official.
What is not settled - How many people are camped. One report says "thousands", the other gives a floor, and neither names a source. - Whether clearing part of one estate counts as resolving the situation. Welt's judgement is unattributed. We hold only its opening lines, so we cannot tell whether it goes on to mention the clearance. - Whether Weber is the first EU politician to visit. Only Welt says so. - Why the camps formed. Neither report explains it in the text we hold.
What this is about. People have been camped for weeks in Ceuta, a Spanish city on the North African coast. Spain and the EU disagree with Morocco over the place, and it is one of the few points where the EU touches Africa by land.
How it got here. Ceuta sits on the tip of Africa, across the Strait of Gibraltar from mainland Spain. It has been under Spanish rule since the 17th century. Since 1995 it has been an autonomous city. Morocco does not recognise Spanish sovereignty over it or over Melilla, the other Spanish enclave. When Spain joined the European Community in 1986, Ceuta and Melilla gave the bloc its only land borders with Africa. Spain later fenced both perimeters. The main crossing into Morocco at Ceuta is Tarajal, and the industrial estate named in El Mundo's report takes its name from it. Pressure on the fence has come in waves. In May 2021 a mass crossing from Morocco set off a diplomatic crisis between Madrid and Rabat.
Who is involved, and why. - Spain controls the border and runs asylum and reception. Ceuta's local government lives with the results. - Morocco controls the other side. How much it cooperates shapes how many people reach the fence. - The EU sets the shared asylum rules. Its Pact on Migration and Asylum, adopted in 2024, is due to apply from mid-2026. Frontex, the EU border agency, supports member states at the external border. - Manfred Weber leads the EPP, the largest group in the European Parliament. That group has pushed for tougher control of the external border.
What is at stake. Ceuta is a test of whether Spain and the Union can manage a land border humanely and in control at once. The two papers answer that question differently.
Where it stands. According to El Mundo, more than 2,000 people are still camped. Police are clearing part of the Tarajal estate. Welt reports that Weber is visiting.
What is being argued about
- How many people are camped in Ceuta: 'thousands' or 'more than 2,000'
- Whether Spain is doing little or clearing the camps
- Migrants' own words against a security framing
- Manfred Weber's visit as the EPP's leader
