Witkoff thanks Putin for a three-day truce. Putin says none was agreed — and Espreso counts five air-raid alerts over Kyiv.
Trump's envoys met Putin in the Kremlin on 5 September. Putin said he had ordered the strikes on Kyiv stopped at midnight, and that Russia never agreed to the three-day ceasefire Ukraine asked for. Witkoff, in the same room, thanked him for the ceasefire. Ten reports carry the meeting: two Russian outlets run Putin's words alone, Espreso says the halt is untrue and counts five air-raid alerts, and the two people killed that day were killed in the region, not the city.
The claim. In the Kremlin on 5 September, with Steve Witkoff and Jared Kushner in the room, Putin said he had ordered the strikes on Kyiv stopped and that none had been carried out since midnight — and that Russia never agreed to the three-day ceasefire Ukraine called for. Witkoff thanked him for the ceasefire.
| Reported by | On the halt | On a three-day ceasefire |
|---|---|---|
| Ukrainska Pravda | Putin's words, five air-raid warnings beside them | "we never agreed on that with them" |
| Regnum ×2 | Putin's words, no Ukrainian account | Russia never discussed it |
| Vedomosti | a headline: Witkoff thanked Putin | — |
| Ukrinform | "allegedly ordered"; Peskov ties it to talks in Kyiv | strikes elsewhere went on |
| Espreso | untrue: five alerts, explosions after 15:20 | Moscow refused the proposal |
| Kyiv Post | — | Budanov: Putin never answered |
Two counts of the same ten reports differ. One has five carrying the claim, the other six. The difference is the Vedomosti headline, which has no story under it. The same gap runs through what is set against the claim: two counts of air-raid warnings, or three once the Russian defence ministry's own record of its overnight strikes counts.
What is not settled. Whether anything hit the city of Kyiv: only Espreso reports explosions there. The two people killed on 5 September were killed in the Bucha district and the fire was in Fastiv district — the region, not the city — and no report we hold sets either beside Putin's sentence. Neither of the dead is named.
What this is about. Whether Russia stopped bombing Ukraine's capital, Kyiv, while two American envoys travelled between Moscow and Kyiv to try to restart peace talks.
How it got here.
- 2014. Russia annexed Crimea. Fighting then began in Ukraine's eastern Donbas region between Ukrainian forces and forces backed by Russia. The war began in that year.
- 24 February 2022. Russia launched a full-scale invasion. Moscow calls it a "special military operation". Ukraine calls it a war of aggression, and so do most Western governments. Russia now occupies parts of Ukraine's south and east. It claims four Ukrainian regions as its own. Ukraine does not recognise that claim, and neither does the UN General Assembly.
- Since then, both sides have struck each other from the air. Russia fires missiles and drones at Ukrainian cities, Kyiv among them. Ukraine strikes targets inside Russia, Moscow among them.
- January 2025. Donald Trump returned to the White House and promised to end the war. Since then his administration has tried to broker a settlement. His special envoy, Steve Witkoff, has been its main channel to Vladimir Putin.
Who is involved.
- Russia: President Vladimir Putin; his spokesman, Dmitry Peskov; and his special envoy, Kirill Dmitriev.
- Ukraine: President Volodymyr Zelensky, and Kyrylo Budanov, head of the President's Office. Kyiv Post quotes Budanov saying Ukraine's truce offer was passed to Putin directly.
- The United States: Witkoff and Jared Kushner, Trump's son-in-law, sent first to Moscow and then to Kyiv.
What is at stake. A pause in strikes on the two capitals would let the envoys travel safely. Ukraine asked for more than that: a halt on the front line and in the air while they visited. Kyiv Post reports that Russia refused this. Ukrinform, citing the New York Times, reports that Russia is holding to territorial claims Ukraine has rejected. Those claims sit at the centre of any settlement. A pause over one city does not settle them.
Where it stands. Ukrinform, citing the New York Times, reports that the envoys met Putin in the Kremlin on 5 September for about three hours. They were expected in Kyiv on 6 September for their first talks with Zelensky. The reports we hold disagree on whether Kyiv was actually spared, and so on whether any pause took hold at all.
What is being argued about
- Whether anything struck the city of Kyiv on 5 September: Espreso reports explosions after a 15:20 warning of a jet drone from the south, and no other report we hold puts an impact in the city.
- Whether a ceasefire exists at all: Witkoff thanks Putin for a three-day truce, Putin says none was agreed, and Budanov says Russia never answered the proposal.
- Whose halt it was: Peskov calls it a unilateral Russian order tied to talks in Kyiv, while Ukraine's General Staff says fighting goes on because Russian attacks did not stop.
- Whether the Kyiv region deaths belong beside a claim about the city — and why the same outlet gives the Fastiv fire falling drone debris one evening and a Russian strike the next morning.
