Ziarul de Gardă says the Ryazan refinery "has ceased operations"; Moscow's account says only that damaged refineries must be "restored"
Three reports on drones hitting Russian targets. One dates the attack, one counts 28 people hurt, one names neither a plant nor an attacker. Not one of the three says who launched anything.
What stopped. Ziarul de Gardă, relaying Reuters and Reuters' unnamed sources, says the Rosneft-owned refinery at Ryazan "has ceased operations" after a drone attack on 6 September, and that its main unit, AVT-6, caught fire. It is the only report we hold that says the plant stopped, and it is not its own reporting.
What Moscow's account says. Life.ru reports First Deputy Prime Minister Denis Manturov instructing ministries and regional authorities to protect energy facilities and speed "the restoration of damaged refineries". No plant is named. No attacker is named. There is no number in it.
| Report | Who struck | What it says stopped | The figure |
|---|---|---|---|
| Ziarul de Gardă (Moldova) | "a drone attack", nobody behind it | Ryazan "has ceased operations" | 8 million tonnes — the burnt unit's capacity |
| Life.ru (Russia) | nobody; the plants are simply "damaged" | not said | none |
| Verstka (Russia) | "sea drones attacked" | Sochi beaches closed | 28 people hurt |
One source on Sochi. Verstka alone reports sea drones striking the Sochi seafront, 28 people hurt, a restaurant and a hotel damaged. No other report we hold mentions Sochi.
Not settled. Who launched any of it: no report we hold names anyone. Whether Ryazan stopped, and for how long. Whether anyone was hurt at the plant — that report counts refining capacity, not people. And none of the three names one of the 28.
What this is about. Drones are hitting oil refineries and other targets inside Russia, in the war Russia has fought against Ukraine since 2022.
How it got here. - 2014: Russia annexed Crimea from Ukraine. Fighting began in eastern Ukraine's Donbas between Ukrainian forces and Russian-backed armed groups. - 24 February 2022: Russia launched a full-scale invasion of Ukraine. Ziarul de Gardă counts 10 September 2026 as day 1660 of the war. - Since 2022: Western governments, the EU among them, have put sanctions on Russian oil. Oil and fuel sales are a major source of Russian state revenue. - From 2024: Ukraine's government has at times publicly claimed long-range drone strikes on Russian refineries. It says they target the fuel and money behind the war. Moscow calls such strikes terrorism. Ukraine has also used sea drones against Russian targets in the Black Sea.
The actors. - Russia: the invading state. Its refineries supply fuel at home and for export. Denis Manturov, First Deputy Prime Minister, oversees industry. - Rosneft: Russia's largest state-controlled oil company. It owns the Ryazan refinery, south-east of Moscow. Industry sources told Reuters that Ryazan processed 13.1 million tonnes of crude in 2024, about 4.9% of all Russian refining. - Ukraine: the invaded state. None of the three reports says Ukraine launched these drones. - Sochi: a Russian resort city on the Black Sea coast, host of the 2014 Winter Olympics.
What is at stake. If refineries stay shut, Russia has less fuel for its army and to sell abroad, and less revenue. If they are repaired fast, the strikes cost Russia little. Reuters' sources say repairs at Ryazan could take up to several weeks. A strike on a beach front brings the war to civilians far from the front line.
Where it stands. Both sides are striking each other. On the same day, Ziarul de Gardă reported Russian forces attacking Ukrainian cities: 3 dead and 34 hurt in Pavlohrad, and 22 hurt in Kramatorsk, among them a baby. Our earlier coverage found Russia saying it hopes talks "resume soon". Ukrinform reported that Ukraine's allies expect the war to run into 2027. No ceasefire is in place.
The story so far

What is being argued about
- Whether the Ryazan refinery stopped after the 6 September drone attack, and on whose authority
- That the Russian government's own account names damage but no attacker and no plant
- The single-source report of 28 people hurt on the Sochi seafront
- What each report chooses to count: refining capacity, or people
