Censor.NET says six guided bombs hit Sumy, Suspilne says three; RIA Novosti reports only the power cut

A daytime air strike on Sumy on 30 September injured six people, according to two Ukrainian outlets. They give different bomb counts. Russia's state news agency reported the blackout and named no attacker.

What happened. On 30 September, at about 15:00 local time, guided aerial bombs hit Sumy in northeastern Ukraine. Suspilne and Censor.NET both report six people injured. Suspilne's headline says homes were hit.

The power. Censor.NET reports power interruptions. RIA Novosti's headline says Sumy and Zhytomyr were "partly without power". So outlets on opposite sides of the war agree that Sumy lost power. RIA Novosti's report does not say why.

The injured. Both Ukrainian figures probably rest on one official statement. Only Suspilne names that official.

What is not settled. - Whether six bombs and three bombs describe different areas: the wider community against the city alone. Neither report says. - Where Censor.NET's figure of six comes from. - How badly anyone was hurt, and how many homes were hit. - Whether Russia's defence ministry commented. We hold no report that says it did.

What this is about. Russian aircraft dropped guided bombs on Sumy, a Ukrainian city near the Russian border, and each side's press told the story differently.

How it got here. Russia and Ukraine have been at war since 2014, when Russia annexed Crimea and fighting began in the eastern Donbas region. In February 2022 Russia launched a full-scale invasion. Its troops reached the outskirts of Sumy, then withdrew from the region in spring 2022. The city stayed in Ukrainian hands. It sits close to Russia's Kursk and Belgorod regions, where Ukraine launched a cross-border incursion in August 2024. That makes Sumy both a frontline city and a target within easy reach of Russian aircraft.

The weapon. A guided aerial bomb, called a KAB in Ukrainian reporting, is an ordinary bomb fitted with wings and a guidance kit. An aircraft can release it from far away, often from over Russian territory, beyond the range of Ukraine's air defences. That makes these bombs hard to stop.

Who is involved. Ukraine's government runs Sumy through a military administration, as it has done in frontline areas under martial law since 2022. The head of that administration is the official who issues casualty statements. Russia's government calls the war a "special military operation". Its state media, including RIA Novosti, carries the state's account.

The power cuts. Since autumn 2022, Russian strikes have repeatedly hit Ukraine's electricity system. Power cuts after a strike are part of how the war reaches people far from the front line.

What is at stake. Strikes on border cities shape whether people stay in them. How each side reports those strikes shapes what its own public knows about them.

Where it stands. The strike hit on the afternoon of 30 September. First reports came out within hours. None of the reports we hold gives a final account.
