Dagens Nyheter says France got two oligarchs off the list; taz says 'the EU' struck them
The Union renewed its Russia sanctions, but Alisher Usmanov and Mikhail Fridman came off the list. A Swedish paper names France and hints at a reward. A German paper names the Union and says Paris pushed for Usmanov.
What happened. All member states agreed to extend sanctions on 3,000 Kremlin-friendly people and firms, Dagens Nyheter reports. Two men came off the list. taz names them: Alisher Usmanov and Mikhail Fridman.
Who acted. The two reports disagree.
| Dagens Nyheter | taz | |
|---|---|---|
| Who removed the men | "among others France" | "Die EU" |
| France's role | got them off "against strong protests" | Paris "above all" pushed for Usmanov |
| Names the men | no | yes |
| Size of the list | 3,000 | not given |
| Official quoted | Sweden's foreign minister | none |
A hinted deal. Dagens Nyheter writes that "the French reward appears to have come immediately". The part of the article we hold does not say what the reward was.
Sweden objects. Foreign Minister Maria Malmer Stenergard told Dagens Nyheter it was "unfortunate and frustrating" that "some member states' actions" led to two "influential businessmen" being delisted.
What is not settled. - Which other governments backed the removals. Dagens Nyheter says "among others". Neither report names them. - What France gained, if anything. The reward is hinted at, not shown. - Why France wanted it. Neither report quotes a French official. - The 3,000 figure comes from one report, and we hold only its opening.
What this is about. The European Union keeps a list of people and firms it says support Russia's war on Ukraine. Their assets in the Union are frozen and they may not travel there. This week two Russian billionaires came off that list.
How it got here. Russia annexed Crimea in 2014, and the Union began listing Russian officials and backers then. After Russia's full-scale invasion of Ukraine in February 2022, the list grew fast. Usmanov, a metals and telecoms magnate, and Fridman, a co-founder of Alfa Group, were both added in the first days of that invasion. Both have challenged their listings in the Union's courts.
How the list works. Sanctions are foreign policy. In the Union, foreign policy is decided by the member governments in the Council of the EU, and they must all agree. Each name on the list expires unless every government agrees to renew it, and the renewals come every six months. So one government can hold up the whole list. At past renewals, some governments have asked for names to come off as the price of their vote.
Who is involved. - France, which both reports name as pressing for the removals. - Sweden, whose foreign minister objects. - The Council of the EU, where the 27 governments decide. Neither report names it. - Usmanov and Fridman, whose assets in the Union are no longer frozen and who may travel there again.
What is at stake. Whether the list is a common policy or a bargaining chip. Each delisting shows other people on the list that pressure on one capital can work.
Where it stands. The renewal is agreed and the two men are off. The reports we hold do not say why France pushed or what it may have got.
What is being argued about
- Who took the two men off the list: France or the Union
- Whether France was rewarded for it
- Sweden's objection
- How the unanimity rule lets one government shape a common decision
