Espreso says Slovakia wants Usmanov and Fridman off the EU list; Ziarul de Gardă says France alone is blocking, over Usmanov
The EU's personal sanctions on Russia need every member's consent to renew. Two reports blame different capitals for the delay, and neither names an official.
The stall. EU ambassadors met on 21 September to renew the EU's personal sanctions on Russia. Espreso TV, citing European Pravda, says the list covers almost 3,000 people and companies. It says the list has been extended only to midnight on 22 September.
Who is holding it up. The reports disagree.
| Report | Who blocks | Who they want removed | Source |
|---|---|---|---|
| Espreso TV | Slovakia; France backs part of it | Slovakia: Usmanov and Fridman. France: Usmanov only | Unnamed European diplomats, via European Pravda |
| Ziarul de Gardă | France alone | Usmanov | HotNews |
| Obozrevatel | "Another EU country", not named in the headline | Not stated in the text we hold | Not stated |
The likely deal. Espreso TV says diplomats expect a 36-month extension that drops Usmanov and Fridman. It adds that a court ruling may remove two more people, with no details. No other report we hold carries this.
Tone. Espreso TV calls Putin a "dictator" in its own voice, not in a quote.
What is not settled - Which state is the main objector. Ziarul de Gardă mentions neither Slovakia nor Fridman. - Whether the compromise was adopted. The meeting was closed, and no report we hold gives the outcome. - Which country Obozrevatel means. We hold only its headline and one subheading. - Whether any government will say so on the record. No report quotes a named official.
This story is about whether the European Union keeps its sanctions on named Russian individuals, and which member state is holding that up.
How it got here. Russia annexed Crimea in 2014 and backed armed separatists in eastern Ukraine. The EU responded with a list of people and companies it says undermine Ukraine's territorial integrity, sovereignty and independence. Their assets in the EU are frozen and they are barred from travelling there. After Russia's full-scale invasion in February 2022, the list grew to include Vladimir Putin, the Russian leadership and leading businessmen. The EU added Alisher Usmanov, a metals and telecoms billionaire, and Mikhail Fridman, a co-founder of Alfa Group, in 2022.
How renewal works. EU sanctions are foreign policy, so every decision needs all 27 member governments to agree. The list lapses unless it is renewed, and it has usually been renewed for six months at a time. Any one government can refuse. Members have in the past agreed to renew in return for names coming off the list. Ambassadors negotiate in Coreper, the committee of the member states' permanent representatives. Ireland holds the rotating Council presidency and chairs the talks.
The actors. Slovakia and France are the two states named in the reports we hold. Neither government is quoted. Usmanov and Fridman are the two men whose listings are in question.
What is at stake. If every member agrees, the list stays in force. On Espreso TV's account, the new term would be 36 months rather than six. If any member refuses, the whole list lapses. The price of avoiding that may be taking named people off it.
Where it stands. Espreso TV says ambassadors failed to agree on 11 and 18 September. It says a one-week extension runs to midnight on 22 September. Ambassadors met again on 21 September. We hold no report of the result.

What is being argued about
- Whether Slovakia or France is blocking renewal of the EU's personal sanctions on Russia
- Removing Alisher Usmanov and Mikhail Fridman from the list as the price of renewal
- A reported 36-month extension, against a stopgap that runs out on 22 September
- An account that rests on unnamed diplomats
