France's fiscal watchdog: Le Figaro leads on a 2029 goal 'very unlikely', Libération on 2027 plans 'optimistic'

The Haut Conseil des finances publiques gave its opinion on the 2027 budget on 1 October. Two papers quote it on two different years, with two different degrees of alarm. Neither quotes the government's reply.

Europe France

The opinion. On 1 October the government presented its 2027 budget bill. The same day, France's fiscal watchdog, the Haut Conseil des finances publiques, published its opinion on it. Both reports we hold on the opinion say it doubts the deficit path.

Two years, two words.

Le Figaro Libération
Target it leads on deficit under 3% of GDP in 2029 deficit of 5% of GDP next year
The watchdog's word «très peu vraisemblable» (very unlikely) «optimistes» (optimistic)
Caveat calls for an effort «important» 5% depends on «la mise en œuvre de l'ensemble des mesures»

The two do not contradict each other. They measure different targets. A reader of Le Figaro meets the sharper word; a reader of Libération meets the milder one.

One tax measure. Libération's second report says the bill would raise VAT on Canal+ from 10% to 20%, if adopted, despite opposition from the film world. No other report we hold carries it.

What is not settled. - Only Le Figaro quotes «très peu vraisemblable». We hold no second report with that wording. - Neither report quotes the government's reply. - We could read only the opening paragraph of Libération's report on the opinion. - The bill must still pass Parliament. Any measure in it can change.

What this is about. France has presented its budget for 2027, and the independent body that checks its numbers doubts the deficit will fall as fast as planned.

How it got here. In the 1992 Maastricht Treaty, EU countries agreed to keep their annual deficit under 3% of GDP. The Stability and Growth Pact enforces that limit. When a country breaks it, the Council of the EU can open an excessive deficit procedure: the country must set out a path back under 3% and report on it. The Council opened one for France in July 2024.

In 2012, after the euro debt crisis, France created the Haut Conseil des finances publiques under the Union's fiscal compact. It sits with the Cour des comptes, the national audit court, and is chaired by the court's first president. Its job is to judge whether the government's growth forecasts and deficit targets are believable. It gives an opinion on every budget bill. It cannot block one.

The actors. - The government writes the budget bill and sets the targets: 5% of GDP next year and under 3% in 2029, according to the reports. - The Haut Conseil judges those targets. - Parliament must vote the bill. A snap election in 2024 left the National Assembly without a majority, and the budgets that followed were fought over for months. - The European Commission and the Council of the EU watch whether France keeps to its path out of the procedure.

What is at stake. If the targets hold, France moves towards closing its procedure. If they slip, it faces more pressure from the Commission and the Council, and more cuts or taxes at home. Each measure in the bill, such as the VAT change on Canal+, is a fight with someone.

Where it stands. The bill was presented on 1 October. It now goes to Parliament.

What is being argued about

  • Whether France can bring its deficit under 3% of GDP by 2029
  • Whether next year's 5% target depends on every measure passing
  • Raising VAT on Canal+ from 10% to 20%

Claims and verdicts

true The High Council of Public Finances judged the government's deficit plans too optimistic.
Le Figaro reports the council as sceptical about cutting the deficit, and Libération reports it calling the government's projections 'optimistic'. The two do not contradict each other: Le Figaro's 'very unlikely' refers to the 2029 target below 3% of GDP, and Libération's 'optimistic' to next year's 5% target.
