Kyiv's outlets and ASTRA name the Ryazan refinery; Interfax and Vedomosti name no facility at all

What every side agrees on. Drones reached Ryazan Oblast overnight on 5-6 September. Governor Pavel Malkov, quoted by all of them, said drone wreckage damaged homes in Ryazan and Sapozhkovsky district and started a fire "at one of the enterprises". He named no facility, and reported no casualties.

Where they part.

How big the plant is. Three Ukrainian outlets give the capacity as about 17 million tonnes of crude a year. Kyiv Post gives 13.1 million tonnes processed, "nearly 5% of Russia's total refining capacity". Capacity and throughput are different measures, and nothing we hold reconciles them.

What the coverage does not settle. Whether the enterprise that burned is the refinery: no Russian report names it, and the Ukrainian ones rest on ASTRA and Exilenova+. Whether the drones were Ukrainian: only Regnum says so at Ryazan, and it never says what caught fire. Two independent readings of this coverage split on that — one counted a single report naming an attacker at Ryazan, the other eight naming Ukraine across the night. Both are right; one of the eight is about the fire.

What this is about. Drones struck several Russian regions overnight on 5-6 September. The open question is whether one of them hit a large oil refinery at Ryazan, south-east of Moscow.

How it got here. - The war between Russia and Ukraine began in 2014. That year Russia annexed Crimea and backed armed separatists in Ukraine's eastern Donbas region. - In February 2022 Russia launched a full-scale invasion. Moscow calls it a "special military operation". - Since at least 2024, Ukraine has sent long-range drones deep into Russia. Oil refineries and fuel depots are among their most frequent targets. Kyiv Post quotes Ukraine's General Staff saying the Ryazan plant "is involved in supplying the Russian aggressor's Armed Forces". - The reports we hold say the Ryazan refinery was attacked in May and July 2026. Kyiv Post says it stopped processing crude on 29 July. - Kyiv Post also reports that drones hit Rosneft's Adler oil depot near Sochi on 4 September. It says Moscow's airports shut for a third night running.

Who is involved. - Ukraine's armed forces run the drone campaign. They confirm some strikes and stay silent on others. - Russia's Ministry of Defence reports how many drones it says it downed: 258 this night, over 14 regions and two seas. - Russia's regional governors report damage to homes and fires. They rarely name the facility that burned. - Rosneft, Russia's state-controlled oil company, owns the plant. - ASTRA, an independent Russian outlet, locates photographs and video. Exilenova+, a Ukrainian channel, tracks attacks.

What is at stake. Fuel. Kyiv Post puts the Ryazan plant at nearly 5% of Russia's refining capacity. Past strikes on it have stopped processing. That makes whether a named plant was hit a real question. So far each side has answered it differently.

Where it stands. The strikes come during US-brokered talks. On 6 September we reported that US envoy Steve Witkoff thanked Vladimir Putin for a three-day truce, and that Putin said none had been agreed. Kyiv Post later carried a General Staff statement saying the refinery and a Rostov-on-Don airfield were struck. No Russian report we hold names the plant.
