Libération says Spain 'announces' an eviction ban to 2030; Brussels Signal says Sánchez lacks the votes to pass it
Spain's minority government agreed two housing decrees on Tuesday. Six reports give them four different statuses: announced, approved, proposed, and short of votes. Congress still has to validate them.
What happened. Pedro Sánchez's government agreed two royal decree-laws on housing on Tuesday. Libération reports that they suspend evictions until 2030 and renew leases automatically. It says Congress must validate them on Friday.
One measure, four verbs.
| Outlet | Verb it uses | What it says about the vote |
|---|---|---|
| Libération | "annonce" (announces) | Congress validates on Friday, in the body only |
| Efimerida ton Syntakton | "προτείνει" (proposes) | Sánchez has no majority in parliament |
| Brussels Signal | "approves" | The government "lacks the votes to pass" them |
| El Mundo | "anuncia" (announces) | The PP criticises the rush to validate |
What each leads with. Libération's photo report calls the moratorium "une victoire fracassante pour les militants" in its own voice. It names one tenant: Maricarmen Abascal, 87, who can go back home after a deal with the owners. El Mundo leads on a 4% cut in VAT on building public and protected housing. It also leads on a scheme called Tu Casa, under which the state lends to renting families. Only El Mundo reports either measure.
Who is quoted. One voice, in one report. El Mundo quotes the PP, which predicts the government "destruirá el mercado de la vivienda". No report we hold quotes a supporter of the decrees.
What is not settled. Nothing is suspended until Congress votes. No report gives a vote count or says how any party will vote. We hold only the opening lines of Libération's two reports.
What this is about. Spain's government wants to stop evictions until 2030 and extend rental contracts by emergency decree. It may not have the votes in parliament to keep them.
How it got here. Housing has become one of Spain's main political fights, driven by rents rising faster than wages in the big cities. In May 2023 parliament passed a national housing law, the first of its kind in Spain. A pause on evicting vulnerable households has existed since the Covid-19 pandemic in 2020. Governments have renewed it by decree several times since.
Pedro Sánchez, of the Socialist party (PSOE), has been prime minister since 2018. After the general election of July 2023, Congress re-elected him in November 2023. He won with the votes of Sumar, his coalition partner, and of Catalan, Basque and Galician parties. Those parties never formed a bloc. Each votes law by law, and the government has lost votes in Congress before.
How a decree works. Article 86 of the Spanish Constitution lets the government issue a royal decree-law in a case of extraordinary and urgent need. It takes effect at once. But the Congress of Deputies must validate it within 30 days, in a single yes-or-no vote. If that vote fails, the decree lapses.
The actors. The government of PSOE and Sumar wrote the decrees. The Partido Popular (PP) is the largest party in Congress and the main opposition, and it opposes them. The smaller regional parties hold the votes that decide whether the decrees survive. Tenants' movements have campaigned against evictions. Landlords would lose the right to evict until 2030.
What is at stake. If Congress validates the decrees, evictions stop and leases renew automatically. If it rejects them, both measures fall and the government loses a vote on its main domestic issue.
Where it stands. The cabinet agreed the decrees on Tuesday 29 September. Libération reports that the Congress vote is set for Friday.

What is being argued about
- Whether the eviction ban is in force, or only proposed until Congress votes
- Whether Sánchez has the votes to validate the decrees
- The VAT cut and the Tu Casa loan scheme, reported only by El Mundo
- The PP's charge that the decrees will destroy the housing market
