Lithuania's note counts two dead in Kyiv and calls for prosecution; RIA Novosti calls Zelensky's account of the strikes a 'complaint'
Russian strikes hit central Kyiv on 28 September. On 30 September they hit a village in Kherson region and a plant in Chernihiv region. Ukrainian outlets count the dead and injured place by place. Lithuania's protest note calls the strikes a breach of humanitarian law. RIA Novosti's headline calls Kyiv's account a 'complaint' that caused 'outrage online'. None of the six reports names a single victim.
The strikes. Espreso TV, citing Lithuania's note, says Russian troops attacked Kyiv on 28 September. The strike damaged the National Academy of Sciences, killed two people and injured 'dozens'. Ukrinform says Russian forces killed a 77-year-old woman in Novovorontsovka, Kherson region, and injured three. Censor.NET says a 'Molniya' drone hit a plant in Novhorod-Siverskyi. Its headline gives two injured.
How each report describes them
| Outlet | Words for the strikes or the attacker | Toll given |
|---|---|---|
| Espreso TV | 'systematic and prolonged Russian attacks' (Lithuania's note) | 2 dead, 'dozens' injured, Kyiv |
| Ukrinform | 'Russian forces attacked' | 1 dead, 3 injured, Kherson region |
| Censor.NET | 'the enemy' | 2 injured, Chernihiv region |
| RIA Novosti | Zelensky's 'complaint' | none in what we hold |
The response. Lithuania says those responsible must face criminal prosecution. Ukrainska Pravda says Zelensky raised air defence and F-16 supplies with Norway's prime minister. An-Nahar reports that Bulgaria's prime minister, Rumen Radev, told a Brussels conference that Europe must talk to Russia. In An-Nahar's paraphrase, Ukraine can no longer protect its territory from Russian strikes. The paraphrase does not make clear whether those are Radev's words or An-Nahar's.
What is not settled - Who the dead are. No report names anyone. - Whose 'outrage' RIA Novosti means. We hold only its headline. - What Norway promised, if anything. We hold no Norwegian account. - Lithuania's note reaches us only through Espreso TV, which cites LRT.
What this is about. Russia is at war with Ukraine. Its strikes on Ukrainian towns draw diplomatic protests and new requests for weapons from Kyiv's allies.
How it got here. Russia annexed Crimea in 2014. The same year it backed an armed uprising in eastern Ukraine. On 24 February 2022 it launched a full-scale invasion. Its forces reached the edge of Kyiv, then pulled out of the north, including Chernihiv region, in spring 2022. Chernihiv region borders both Russia and Belarus. Ukraine retook Kherson city in November 2022, but Russia still holds much of Kherson region. Since then the front has moved slowly. Missiles and drones have become the way the war reaches cities far behind the front.
Who is involved, and why. - Ukraine asks its partners for air defence against those strikes. F-16 fighter jets given by European states, Norway among them, are part of that defence. - Lithuania is a member of the EU and NATO. It borders Belarus and Kaliningrad, the Russian territory on the Baltic coast. It is one of Kyiv's firmest backers. - Bulgaria is also in the EU and NATO. An-Nahar reports that Radev stopped Sofia's military aid to Kyiv after winning parliamentary elections in April. - Russia says its strikes hit military targets. Kyiv and its backers say they hit civilians.
What is at stake. Protecting civilians and civilian buildings is a basic rule of international humanitarian law. Whether these strikes broke it, and who could be tried for them, is a legal question that is not settled here. Europe is also split over what comes next: more weapons for Ukraine, or talks with Moscow.
Where it stands. On 30 September strikes hit two more regions. Lithuania protested. Kyiv asked Norway for help. Bulgaria's prime minister called for talks with Moscow.
