Merz says his party backs him to stay; Hamburg's CDU chief wants a vote of confidence
After the CDU's defeats in Mecklenburg-Vorpommern and Berlin, De Telegraaf leads with the Chancellor's own word that he has his party's support. Welt and Frankfurter Allgemeine lead with a CDU state leader calling for a vote of confidence. The Kremlin says the loss of cheap Russian gas explains the AfD's gains.
What happened. The CDU suffered heavy defeats in Sunday's state elections in Mecklenburg-Vorpommern and Berlin, De Telegraaf reports. By Monday afternoon, six reports from four outlets disagreed on what that means for Chancellor Friedrich Merz.
How secure is he?
| Outlet | Leads with | Whose voice |
|---|---|---|
| De Telegraaf | Merz says his party backs him to stay | Merz |
| Welt | Hamburg's CDU chief backs a vote of confidence | the party chief, by title only |
| Frankfurter Allgemeine | The reasons "reichen weit über meine Person hinaus" | Merz |
| Welt (panel) | Options already "durchgespielt" behind the scenes | a Politico correspondent |
| Welt (column) | The government is at an end | a Bild columnist |
| HotNews.ro | Loss of cheap Russian gas behind the AfD's wins | Kremlin spokesman Dmitry Peskov |
The words. Welt calls the results "desaströs" in its own voice. De Telegraaf's headline carries "dramatisch en ongekend". The lines we hold do not say who said it.
The cause. Merz, in Frankfurter Allgemeine, says the reasons go beyond him. Peskov, quoted by HotNews.ro from Reuters, blames Germany's switch from Russian gas to US energy. No report we hold tests either claim.
What is not settled. - Only De Telegraaf carries Merz's claim of backing. No party body is quoted confirming it. - No report names the Hamburg CDU chief. - Nothing we hold says Merz intends to call a vote. - We hold no vote shares. For four of the six reports we hold only the opening lines.
This story is about whether Germany's Chancellor, Friedrich Merz, can stay in office after his party lost two regional elections.
How it got here. Germany is a federal republic of 16 states, each with its own parliament and government. Mecklenburg-Vorpommern, on the Baltic coast in the former East Germany, and Berlin, the capital and a city-state, voted on Sunday 20 September 2026. Merz leads the Christian Democratic Union (CDU), the main centre-right party. After the federal election of February 2025 he formed a coalition with the Social Democrats (SPD), and the Bundestag elected him Chancellor in May 2025. The Alternative for Germany (AfD), which sits with the Europe of Sovereign Nations group in the European Parliament, has its strongest support in the eastern states.
Energy runs through the argument. After Russia's full-scale invasion of Ukraine in February 2022, Germany stopped buying Russian pipeline gas and turned to liquefied gas, including from the United States. Moscow now says that choice explains the AfD's gains. That is the Kremlin's claim, not an established cause.
Who is in it. - Merz, whose authority as party leader and Chancellor is being tested. - CDU state leaders, including the party's chief in Hamburg, who has floated a vote of confidence. - The SPD, his coalition partner. A Bild columnist, speaking to Welt, says the two parties are drifting apart. - The AfD, whose gains Moscow is claiming as its own. - The Kremlin, whose spokesman commented on the result.
What a vote of confidence is. Under Article 68 of Germany's Basic Law, the Chancellor asks the Bundestag to back him. If he loses, the Federal President may dissolve the Bundestag, which leads to early elections. Only the Chancellor can call one. A party leader can only urge it. The Bundestag can remove a Chancellor only by electing a successor (Article 67).
Where it stands. On Monday the CDU still held together officially, Welt reports. Merz says he has his party's backing. No report we hold says he will call a vote.
What is being argued about
- Whether Merz has his party's backing, or only says he does
- A Hamburg CDU leader's call for a vote of confidence
- What caused the defeats: Merz's reading against the Kremlin's
- Whether the CDU–SPD coalition can keep governing
