Politico: EU deadlocked over one French request. HotNews, citing AFP: all Russia sanctions could lapse
France wants the Russian-Uzbek billionaire Alisher Usmanov taken off the EU's Russia sanctions list. Politico Europe reports a deadlock over one name. HotNews.ro, citing Agence France-Presse, says about 3,000 listings expire if the 27 member states do not agree by midnight on Tuesday.
The dispute. France has asked the Council of the EU to remove Alisher Usmanov from its Russia sanctions list. Renewal needs all 27 member states. Both reports we hold say the request has stalled it.
How much is at stake. The two reports frame it differently.

|---|---|---|
| What is stuck | France's bid for one tycoon | Renewal of the whole regime |
| What lapses | not stated | about 3,000 people and entities |
| France's reason | not given | "national security", European diplomats say |
| Who objects | "other capitals" | Scandinavian and Baltic states |
| France's reply | not carried | denies wanting to block a deal |
Deadline. HotNews.ro says the deadline has already been put back once. It is now midnight on the night of Tuesday to Wednesday. The Irish presidency confirmed that member-state envoys would meet at 14:00 Brussels time on Monday. A diplomatic source told AFP that the presidency proposed renewing for up to 36 months instead of six.
A second request. HotNews.ro reports that Luxembourg wants the businessman Mikhail Fridman removed too, if Usmanov is.
What is not settled - Why Paris wants this. HotNews.ro says the Financial Times links it to a deal to free French citizens held in Azerbaijan. We could not read the Financial Times. Diplomats told AFP that France gave no reason beyond "national security". - Whether the afternoon meeting produced a deal. Neither report says. - Whether France is blocking at all. France denies it.
What this is about. The European Union is deciding whether to keep its sanctions on Russian individuals and companies. France wants one man exempted.
How it got here. Russia annexed Crimea in 2014. The EU answered with asset freezes and travel bans on people it held responsible. After Russia's full-scale invasion of Ukraine in February 2022, the EU widened that list many times. Alisher Usmanov, a Russian-Uzbek billionaire, was added in the weeks after the invasion. HotNews.ro describes him as close to the Kremlin. The sanctions freeze assets and ban visas.
How the rules work. Sanctions are decided by the Council of the EU, where the national governments sit. They need unanimity, so one government can block them. HotNews.ro says this regime must be renewed every six months. If it is not, every listing lapses at once. That is why one name can put the whole list at risk.
Who is involved. - France asks for Usmanov's removal and cites national security. It says it is one of the countries most committed to putting pressure on Russia. - The Scandinavian and Baltic states refuse any removal, according to HotNews.ro. They see it as a dangerous precedent. - Luxembourg wants Mikhail Fridman removed as well, if Usmanov is. - Ireland holds the Council's rotating presidency until the end of 2026. It chairs the talks and has proposed a longer renewal period. - Ukraine, which the sanctions are meant to support, has said this is not the time to lift them.
What is at stake. HotNews.ro puts the list at about 3,000 people and entities. If there is no deal, all of them are released at once. If Usmanov is removed, other governments may ask for exemptions of their own.
Where it stands. Envoys of the 27 were meeting in Brussels on Monday 21 September. The deadline is midnight on Tuesday. Neither report we hold says how the meeting ended.
What is being argued about
- France's request to remove Alisher Usmanov from the EU's Russia sanctions list
- Whether the whole regime of about 3,000 listings lapses at Tuesday's deadline
- France's stated national-security reason and a reported link to French citizens held in Azerbaijan
- Scandinavian and Baltic objections, and Luxembourg's request for Mikhail Fridman
