Reuters and Kyiv Post say Russia hit Kyiv's Science Academy; Regnum says an army internet supplier burned; Ekonomichna Pravda says a medical centre
Five outlets reported Russia's 28 September drone strike on Kyiv within 23 minutes of each other, and they put four different buildings at its centre. Only Regnum ties the site it names to Ukraine's army, and it cites unnamed local channels. None of the five reports names the person killed.
Five reports, four targets. Between 13:58 and 14:21 UTC on 28 September, five outlets writing in four languages each led with a different building.
| Outlet | What it says was hit | Dead / injured | Source given |
|---|---|---|---|
| Reuters | "Kyiv Science Academy" | none given | headline only |
| Kyiv Post | National Academy of Sciences | 1 killed, "others" injured | none named |
| Observador | "public and government buildings" | at least 1 dead, 19 injured, 3 of them children | none named |
| Regnum | Ukrtelecom building, "internet supplier to the Armed Forces of Ukraine" | none in the text we hold | "local public channels" |
| Ekonomichna Pravda | Dobrobut medical centre, hit "a second time" | 7 injured | headline only |
Two separate accounts name the Academy. Reuters and the Kyiv Post each report it.
One report frames a target as military. Regnum describes the burning building by what it supplies to Ukraine's army. It cites unnamed local social-media channels. No other report we hold names Ukrtelecom.
Both sides' outlets state things without attributing them. The Kyiv Post's headline calls the attackers "Russian Terrorist Killers and Arsonists", and its text says what Moscow intends without citing anyone. Regnum states the company's army role without naming who says so.
What is not settled - How many sites were hit. No report lists them all. - Who died. No report names them. - Whether Ekonomichna Pravda's seven injured are among Observador's 19. - Where the Dobrobut centre is, and what "a second time" refers to. - What Russia's Defence Ministry or Ukraine's officials said. We hold no statement from either.
This story is about a Russian drone attack on Kyiv, the capital of Ukraine, and a dispute over what was hit.
How it got here. Russia annexed Crimea from Ukraine in 2014 and backed armed separatists in the eastern Donbas region. On 24 February 2022 it launched a full-scale invasion. Russian forces were pushed back from around Kyiv that spring. The war then settled into front lines in the east and south. Since then Russia has struck Ukrainian cities, the capital among them, with missiles and long-range drones. Ukraine defends its cities with air-defence systems, many of them supplied by Western governments.
The actors. Russia's government says its strikes are aimed at military targets. Ukraine's government says they hit civilians and civilian buildings. The buildings named in the reports are: - the National Academy of Sciences of Ukraine, the country's main state research body; - Ukrtelecom, Ukraine's largest fixed-line telephone and internet company; - Dobrobut, a private chain of medical clinics.
What is at stake. International humanitarian law, set out in the Geneva Conventions and their Additional Protocols, forbids attacks on civilian objects. A building can lose that protection if it makes an effective contribution to military action. So describing a building as an army supplier matters: it is the argument that a building is a lawful target. Describing it as a seat of learning or a clinic is the argument that it is not. Whose description a reader meets first shapes how the strike is judged.
The Kyiv Post, in an editorial on the strike, asks Ukraine's partners to speed up air-defence supplies and to enforce sanctions more tightly. That is the policy argument that each attack on the capital feeds.
Where it stands. Observador reports that Kyiv remained under an uninterrupted air-raid alert. The reports we hold do not settle how many sites were hit, how many people were hurt across the city, or who the dead person was.

What is being argued about
- Which building was the target: a science academy, government buildings, a telecom company or a medical centre
- Regnum's description of Ukrtelecom as an internet supplier to Ukraine's army, sourced to unnamed local channels
- Casualty figures that do not line up: 1 dead and 19 injured in one report, 7 injured at one clinic in another
- Language stated without attribution in outlets on both sides
