Romanian outlets say Putin's Lukoil offer raises conflict-of-interest questions; Magyar Nemzet carries only the White House's aim of 'trust with Moscow'
Three reports from Romania and Hungary all go back to one New York Times account. The two Romanian reports ask who would profit from the deal. The Hungarian report gives only Washington's stated reason for it.
What is reported. Digi24 says, citing The New York Times, that Vladimir Putin raised selling Russian energy assets with Donald Trump's envoys Jared Kushner and Steve Witkoff. Lukoil is at the centre of it. HotNews.ro, citing Reuters, which cites the New York Times, says the Ukraine talks now include a "multi-billion-dollar" oil deal.
Where they differ.
| Outlet | What the deal is about | Who benefits |
|---|---|---|
| HotNews.ro | an oil deal added to the Ukraine talks | Middle Eastern businessmen "with ties to" Witkoff and Kushner |
| Digi24 | a deal that "raises new questions about conflicts of interest" | not named; notes Lukoil has assets in Romania |
| Magyar Nemzet | its headline asks whether Putin would break Western sanctions by giving up Lukoil | the White House's stated aim: trust with Moscow, lower energy prices |
One source, three readings. Both Romanian reports rest on the New York Times. Neither has reporting of its own. Magyar Nemzet does not mention the conflict-of-interest question. Its text also does not back up the sanctions claim in its headline.
Who is not heard. None of the three quotes a Russian, Ukrainian or EU official.
What is not settled. - Whether Putin made the offer. Only one newspaper's account says so, and none of these reports confirms it independently. - Who the Middle Eastern businessmen are. HotNews.ro does not name them. - What would happen to Lukoil's assets inside the EU, including those in Romania.
What this is about. Russia may be offering assets of its oil company Lukoil as part of US-led talks on ending its war in Ukraine.
How it got here. Russia launched a full-scale invasion of Ukraine in February 2022. The European Union and the United States answered with rounds of sanctions aimed at Russia's banks, its trade and its oil revenue, which pays for the war. Donald Trump returned to the White House in January 2025. He promised to end the war quickly and opened direct talks with Moscow. Two men from outside the diplomatic service lead those talks: Steve Witkoff, a property developer whom Trump made his special envoy, and Jared Kushner, Trump's son-in-law. In October 2025 the US Treasury put sanctions on Lukoil and Rosneft, Russia's two biggest oil companies. Lukoil then said it would sell its businesses abroad.
Who is involved, and why. - Russia wants sanctions lifted and a settlement on its terms. - The United States is running the talks. It also controls the sanctions that block any sale of Lukoil. - Ukraine is the country being fought over. - The European Union keeps its own sanctions on Russia, which the Council of the EU decides. It is not part of these talks. - Romania is involved because Lukoil owns businesses there, including the Petrotel refinery at Ploiești and a network of filling stations.
What is at stake. If the talks are used to move Lukoil's assets to new buyers, that would change who owns energy assets inside the EU. Washington would have arranged it, not the EU. If the buyers have links to the US negotiators, as one report says, the question is whose interests the talks serve.
Where it stands. We have one newspaper's account, passed on by others. In the reports we hold, no government has confirmed it.
What is being argued about
- Whether Putin offered Lukoil assets to Trump's envoys
- Whether businessmen linked to Witkoff and Kushner would profit
- The White House's stated aim: trust with Moscow, lower energy prices
- What happens to Lukoil's assets in Romania
