Russia says its Duma vote was under 'massive attack'; Welt names no attacker, HotNews says Putin blamed Ukraine without evidence
Six reports on Russia's parliamentary election. Two carry an official claim that voting systems were attacked, and neither names an attacker. One says Moldova objects to 15 Russian polling stations in Transnistria. One says 'Eastern Ukraine' is electing Russian deputies and does not say the land is occupied.
The claim. Russian authorities say Moscow's electronic voting system came under a "massive and sustained attack". Welt attributes this to the authorities ("nach Behördenangaben") and hedges its headline with "soll". HotNews, relaying Reuters, says the authorities reported attacks on voting systems and communication lines across the country. Neither report names an attacker. HotNews adds that Putin had earlier accused Ukraine of interfering "fără să prezinte dovezi", without presenting evidence.
| Report | What it says | Caveat given |
|---|---|---|
| Welt | Moscow's e-voting was attacked; the vote goes on | Attributed to authorities |
| HotNews | Attacks on systems and lines nationwide | Putin accused Ukraine without evidence |
| Magyar Nemzet | "Kelet-Ukrajna" elects Russian deputies for the first time | Does not say the land is occupied; calls the win of Putin's party "nem kérdéses" |
| Digi24 | Moldova objects to 15 Russian polling stations in Transnistria | Relays Reuters via Agerpres |
The dissent. Boris Nadezhdin was barred from the 2024 presidential race and now lives in exile in France. He told HotNews Russians should vote "even if the elections are distorted".
The mood. A separate HotNews report leads with the ironic reactions and memes that followed official pictures of Putin voting online.
Not settled. - Who, if anyone, attacked the voting system. No report we hold shows evidence. - Whether Russia opened the 15 stations in Transnistria. Only Digi24 carries the dispute. - What Magyar Nemzet's "first time" rests on. Its text gives no detail, and a HotNews report breaks off before it says.
What this is. Russia is electing the State Duma, the lower house of its parliament, over three days, 18 to 20 September. Two of its neighbours have a stake in where the votes are cast.
How it got here. The Duma has 450 seats and is elected every five years. The last vote was in September 2021. United Russia, the party that backs President Vladimir Putin, has held a majority throughout his rule. Russia seized Crimea from Ukraine in 2014 and launched its full-scale invasion of Ukraine in February 2022. In September 2022, after votes held under occupation, Moscow declared four more Ukrainian regions part of Russia: Donetsk, Luhansk, Zaporizhzhia and Kherson. Ukraine, the European Union and most UN members reject that annexation. Russia does not fully control any of the four regions. This is the first Duma election since the annexation.
Transnistria is a strip of Moldova along the Ukrainian border. It broke away after a short war in 1992. No state recognises it, Russia included, but Russian troops remain there and many residents hold Russian passports. Moldova has been an EU candidate since June 2022 and opened accession talks in 2024.
The actors. The Kremlin runs the election and says it is under attack. Putin accuses Ukraine of interfering. Moldova objects to Russian polling in territory it considers its own. Most of the Russian opposition is in exile or barred from standing.
What is at stake. Both disputes sit on the Union's eastern flank. Polling in occupied Ukraine treats annexed land as Russian. Polling in Transnistria touches the sovereignty of a country that is negotiating to join the EU.
Where it stands. Voting continues until Sunday. No one has independently confirmed the attack claim. The reports we hold do not say how the dispute over Moldova's objection ended.
What is being argued about
- Russian authorities' claim that the voting system was attacked, with no attacker named
- Moldova's objection to Russian polling stations in Transnistria
- Voting in occupied Ukraine, and whether reports call it occupied
- An exiled opponent's call to vote in a distorted election
