Russia's defence ministry says Zelensky bears 'full responsibility' for heavier strikes; Zelensky promises 'proportional responses'
Russia's defence ministry says it will step up strikes and that Zelensky is to blame. Zelensky says Ukraine will answer strikes on bridges, data centres and mobile networks in kind. Seven reports from five outlets came out within two hours of each other. Most of them hedge or label the other side's threat and leave their own side's alone.
What was said. Russia's defence ministry said it would step up attacks on "military facilities, defense industry sites and related infrastructure", The Moscow Times reports. Vedomosti carries the ministry's line that Zelensky "bears full personal and political responsibility". It is the only report we hold with that wording. Kyiv Post reports that Zelensky warned of "proportional responses" to Russian strikes on bridges, data centres and mobile networks.
How each outlet framed it.
| Outlet | What it carries | In its own voice |
|---|---|---|
| Vedomosti | the ministry "explained" whom to blame | uses the ministry's own verb |
| The Moscow Times | the ministry's list of military targets | attributes the list to Moscow |
| Obozrevatel | the attacks are "allegedly" a response | calls the strikes terror |
| Life.ru | Zelensky's "attempts to intimidate Russia" | states his motive as fact |
| Kyiv Post | Zelensky's "proportional" replies | attributes the claim to Zelensky |
Where two separate readings agree. Two readings were taken separately, without the outlet names. Both found the same pattern. Obozrevatel hedges Moscow's justification. Life.ru labels Kyiv's warning. Neither does the same to its own side. Life.ru also turns one Irish journalist's post on X into "the West" in its headline.
What is not settled. - What the strikes will hit. The ministry names military sites. Kyiv Post reports bridges hit, and says Kyiv's North Bridge was damaged for a second day running. - Whether the blame line is the ministry's exact wording. Only Vedomosti quotes it. - How many people were hurt. None of the reports gives a figure.
This story is about Russia and Ukraine each saying they will strike harder, and each blaming the other for it.
How it got here. The war began in 2014. That year Russia annexed Crimea and backed armed separatists in Ukraine's eastern Donbas region. On 24 February 2022 Russia launched a full-scale invasion, which Moscow calls a "special military operation". Its forces failed to take Kyiv and pulled back from the north that spring. They still hold large parts of Ukraine's south and east. Since then the war has also been fought at long range. Russia has hit Ukrainian cities, power stations and other infrastructure with missiles and drones. Ukraine has hit targets inside Russia, including oil facilities and supply lines. Each side says its own strikes are aimed at military targets. Each calls the other side's attacks on civilian targets terror or provocation.
Who is involved. Russia's defence ministry gives the official Russian account of the fighting. Volodymyr Zelensky has been Ukraine's president since 2019 and has led the country through the full-scale war. Since 2022, Russian laws on reporting about the army have limited what media inside Russia can publish about the war. Some Russian outlets, The Moscow Times among them, now work from abroad.
What is at stake. Bridges, data centres and mobile networks serve civilians as well as armies. If either side counts more of them as fair targets, more of daily life on both sides of the border is exposed to attack. Obozrevatel reports that Zelensky pointed out that the same services are used inside Russia too.
Where it stands. Kyiv Post reports that Kyiv's North Bridge was damaged for a second day running. Russia's defence ministry says its strikes will intensify. Zelensky says Ukraine will answer in proportion. None of the reports we hold says where either side intends to stop.

What is being argued about
- Russia's defence ministry says strikes will intensify and that Zelensky is responsible
- Zelensky warns of proportional responses to strikes on bridges, data centres and mobile networks
- Outlets from each side hedge or label the other side's threat but not their own
- What the strikes will actually hit is not established
