Swiss reject neutrality clause: NOS counts 68.9% against, De Standaard says 70%, and only Politico leads with the Kremlin
Swiss voters turned down a proposal to write a stricter form of neutrality into the constitution. That keeps Switzerland in the EU's sanctions on Russia. Six reports agree on the result. They give three different figures for it and three different labels for the people who proposed it.
The result. Swiss voters rejected the initiative. NOS gives 68.9 percent against, with almost all votes counted, and cites the Swiss public broadcaster. De Standaard says 70 percent and names no source. HotNews.ro says more than two-thirds, based on estimates made after the polls closed.
What it would have done. NOS says Switzerland could only have joined sanctions approved by the United Nations. It could not have joined or worked with a military alliance unless it was attacked. Frankfurter Allgemeine and Politico Europe say the no vote keeps the Russia sanctions in place.
How each outlet tells it.
| Outlet | Share against | Who proposed it | Russia mentioned? |
|---|---|---|---|
| NOS | 68.9% (public broadcaster) | Pro Schweiz, "right-populist", tied to the SVP | Yes, open support |
| De Standaard | 70% (no source) | not named | No |
| HotNews.ro | over two-thirds (estimates) | not named | No |
| Frankfurter Allgemeine | none given | the "right-populist SVP" | No |
| Libération | early results only | "sovereigntists" | Calls the text "judged pro-Russian" |
| Politico Europe | none given | not named | Leads with Kremlin backing |
Labels. Three of six reports put a political label on the backers. None labels the government or the parties that opposed the initiative. NOS is the only report that names an opponent: the foreign minister, Ignazio Cassis.
Not settled. None of our reports gives a final count, the turnout or the result by canton. Libération does not say who judged the text pro-Russian. Only NOS points to what Moscow actually said.
What this is about. Swiss voters were asked whether to write a strict definition of neutrality into their constitution. If it had passed, Switzerland would have had to drop the EU sanctions on Russia that it has adopted.
How it got here. Switzerland has been neutral for more than two centuries. The great powers recognised its neutrality at the Congress of Vienna in 1815. NOS notes that neutrality has been in the constitution since 1848, but the constitution never said how the government should apply it. In practice Switzerland has stayed out of military alliances. It belongs to neither NATO nor the European Union, but it works closely with both.
Russia launched its full-scale invasion of Ukraine in February 2022. The European Union answered with rounds of sanctions. Switzerland is not bound by EU law, but it chose to adopt them. That split Swiss politics. Critics said sanctions made Switzerland a party to the war. The government said sanctions and neutrality can go together.
Switzerland is a direct democracy. Citizens can force a national vote on a change to the constitution by gathering signatures. The change passes only if it wins a majority of voters and a majority of the cantons.
The actors. A campaign group, Pro Schweiz, launched the initiative. NOS says it has ties to the Swiss People's Party (SVP), the largest party in the Swiss parliament. The Federal Council, Switzerland's government, opposed it. NOS says every other major party did too. Russia had no part in the vote, but two of our reports say Moscow backed the proposal.
What was at stake. A yes would have limited Switzerland to sanctions approved by the United Nations. At the UN Security Council, Russia holds a veto. A yes would also have ruled out working with NATO. A no leaves current policy as it is.
Where it stands. The initiative has been rejected. Switzerland keeps its sanctions on Russia. The wider argument over what neutrality means is not over.
What is being argued about
- How large the no vote was: 68.9 percent, 70 percent or "more than two-thirds"
- Who proposed the initiative: Pro Schweiz, the SVP, or "sovereigntists"
- Whether Russia's support belongs in the lead
- What a yes would have meant for EU sanctions and cooperation with NATO
