The text. BRICS leaders adopted the Delhi declaration on Saturday. Interfax quotes it: "We call for the abolition of these illegal measures, which undermine international law and contradict the UN Charter." TASS carries the passage in English and puts the judgement in its own headline — "deeming them illegal".

Named and unnamed. The declaration names Cuba, Syria and Jerusalem. Both reports quoting its line on "deliberate attacks on civilian infrastructure and on peaceful nuclear facilities under IAEA safeguards" name nobody as attacking. A separate clause in Interfax places the war among "conflicts continuing in many parts of the planet".

Not settled. Whether the full document mentions Ukraine: neither report reproduces the text around that sentence. Kyiv Post alone reports the Modi–Putin bilateral, and alone counts "at least five Indian sailors" killed in strikes on merchant shipping in the Black Sea — naming none of them, and nobody as striking. Peskov said there was no movement on the grain exchange; the declaration welcomes further discussion of it.

What this is about. A summit of the BRICS group in New Delhi adopted a joint declaration. It condemns sanctions and names conflicts from Cuba to Jerusalem. On the evidence we hold, it does not name the war Russia is fighting in Ukraine.

How it got here. - 2009–2010: Brazil, Russia, India and China began holding annual summits as BRIC. South Africa joined in 2010 and the name became BRICS. The group has no treaty and no army. It works by consensus, so its declarations carry only what every member accepts. - 2014: Russia annexed Crimea, and fighting began in eastern Ukraine. Western governments imposed their first sanctions on Russia. - February 2022: Russia launched its full-scale invasion of Ukraine. The United States, the EU and their allies widened sanctions sharply. Some of these are secondary sanctions, which penalise companies in third countries that trade with Russia. That brought the dispute to the doorstep of BRICS members that kept buying Russian oil, India among them. - 2024 onwards: BRICS admitted new members, Iran among them. India holds the chair in 2026, which is why the summit met in Delhi.

Who is involved, and why. - Russia uses BRICS to show it is not isolated, and pushes the group to reject Western sanctions. - India buys Russian oil and sells to Western markets. It has not joined the sanctions or condemned the invasion at the UN. - Ukraine is not a member. It reads the summit for what Russia's partners will and will not say. - The IAEA, the UN nuclear watchdog, runs the safeguards named in the declaration's clause on nuclear sites. That clause names no plant. Plants under fire in recent years include Zaporizhzhia in Ukraine, held by Russian forces since March 2022, and sites in Iran struck by Israel and the United States in June 2025.

What is at stake. Russia wants the group to call sanctions illegal. Ukraine wants the group's members to press Moscow to end the war. Which account prevails shapes how far sanctions reach beyond the West.

Where it stands. The declaration was adopted on 12 September. The war goes on. Kremlin spokesman Dmitry Peskov said a proposed BRICS grain exchange had made no progress.
