taz says the SPD wants China tariffs and Merz's bloc is sceptical; Frankfurter Allgemeine says Merz himself demands the weapon
Two German papers, published 15 minutes apart, name opposite sides of Berlin's coalition as the force behind a tougher EU line on Chinese trade. Neither names the EU body that would act.
Same day, opposite pushers. Two German reports on 5 October name different people in Berlin as wanting the EU to hit back at China on trade.
| taz | Frankfurter Allgemeine | |
|---|---|---|
| Who pushes | "SPD-Ministerien"; the SPD "fordert Zölle" | "Merz und Macron" |
| The CDU/CSU | "Die Union ist skeptisch" | Its leader, Merz, is the one making the demand |
| The measure | Tariffs | A "Zweitschlagwaffe", a "Nuklearoption" |
| The EU | "hofft" China limits exports itself | "kann diese Waffe nicht glaubwürdig einsetzen" |
Different words for the tool. taz says "Zölle", meaning tariffs. Frankfurter Allgemeine calls it a weapon: a second-strike weapon in the text, a nuclear option in the headline.
A verdict without a source. Frankfurter Allgemeine states as fact that the EU cannot use the tool credibly. It names no one who says so.
"The EU" as actor. Both reports say "the EU". Neither says whether that means the European Commission, the Council of the EU or the member states.
What is not settled - Whether the two papers describe the same measure. Tariffs and a counter-strike tool held in reserve may be different things. - Which SPD-run ministries taz means. The report we hold does not say. - Whether Merz backs tariffs, or only a tool held in reserve. - Who in the EU hopes China will curb exports. taz names no institution.
What this is about. Whether the European Union should use its trade powers against cheap Chinese exports, and whether Germany, its largest economy, will back it.
How it got here. Trade policy is one of the few areas where the EU, not its member states, holds the power. The European Commission proposes trade measures and runs investigations. The member states, meeting in the Council of the EU, can block or approve them. For years the Commission and several capitals have complained that Chinese state support lets Chinese firms sell below cost. The EU calls this overcapacity. In 2023 the EU adopted an anti-coercion instrument, a law that lets it retaliate against a country that uses trade as pressure. Commentators often call it the EU's "nuclear option". In October 2024 the EU imposed extra duties on Chinese electric cars. Germany voted against them in the Council; France voted for them. China answered with its own investigations into European goods.
The actors. Friedrich Merz, of the centre-right CDU, has been German chancellor since May 2025. He governs in a coalition of his CDU/CSU bloc and the centre-left SPD, which runs several ministries. Emmanuel Macron, France's president, has long argued for a tougher EU line on China. German carmakers and machine-builders sell heavily to China and stand to lose if China retaliates.
What is at stake. EU trade measures need a majority of member states. Without Germany, a tougher line is hard to pass. With it, the EU could act against Chinese imports, and risk Chinese countermeasures against European exports.
Where it stands. Neither report says a new measure has been proposed. They disagree on who in Berlin wants one. We hold two short German reports on this, and no reporting from Brussels, Paris or Beijing.
