The Insider says four Russian refineries stopped refining in six days; Putin, carried by TASS, says the damage was repaired
On 25 September one report counted four Russian refineries halted after Ukrainian drone strikes. Within 15 minutes, two TASS reports carried Vladimir Putin saying Russia had repaired the damage and that Kyiv struck first. None of the three names a refinery or gives an independent check.
Two accounts. On 25 September The Insider reported that four Russian refineries "остановили переработку" (stopped refining) after Ukrainian drone attacks over the past six days. Soon after, TASS carried President Vladimir Putin saying Russia "repaired damage after Kiev's attacks".
| The Insider | TASS (Putin) | |
|---|---|---|
| State of the refineries | four stopped refining | damage repaired |
| Period | last six days | not stated |
| Refineries named | none in what we hold | none |
| Who struck first | not addressed | Kyiv, Putin says |
| Other figure | — | more than 100 ships damaged by Kyiv, Putin says |
How the claims are carried. TASS says Putin "highlighted" that Kyiv struck refineries first and "revealed" the ships figure. Both verbs treat his claims as facts. In its own voice, TASS calls Ukraine's government "the Kiev regime".
Who is heard. We hold three reports: one from The Insider and two from TASS. None quotes a Ukrainian official, a refinery operator or an independent analyst.
What is not settled. - Which four refineries The Insider means. We hold only its headline. - Whether "repaired" means back in operation, and from which date. - What the "more than 100 ships" figure counts, or where it comes from. - How much fuel output is lost, or for how long. No report we hold gives a volume.
What this is about. Ukraine has been hitting Russian oil refineries with long-range drones. This story is about how much damage that has done to Russia's fuel supply.
How it got here. Russia launched a full-scale invasion of Ukraine on 24 February 2022. Since then, both sides have attacked the other's energy system. Russia has struck Ukraine's power stations and grid in repeated waves since the autumn of 2022. Ukraine has sent drones hundreds of kilometres into Russia to hit refineries, oil depots and export terminals. That campaign grew through 2024. Each government calls its own strikes legitimate and the other's an attack on civilians. Which side started attacking energy sites is disputed. Putin's claim that Kyiv struck first is his account and has not been independently shown.
Who is involved, and why. - Russia is one of the world's largest oil producers. Its refineries make the petrol and diesel it uses at home and the fuel it sells abroad. Those sales pay for a large share of the state budget, and so for the war. - Ukraine says hitting the refineries cuts the money and fuel behind Russia's war effort. - The United States, the European Union and other G7 countries have sanctioned Russian oil since 2022 to reduce that same income.
What is at stake. A refinery that stops working means less fuel at home, where shortages push up pump prices. It also means fewer exports. If the damage is lasting, Russia loses revenue and fuel buyers elsewhere must look for other suppliers. If it is quickly repaired, as Putin says, the drone strikes cost Russia less than Ukraine intends.
Where it stands. The reports we hold, all published on 25 September, give opposite accounts. None gives an output figure or an independent check. We cannot yet say how much Russian refining capacity is offline.
