TheJournal.ie says she 'reportedly died of pneumonic plague'; Russia tells the WHO no plague case was recorded
A 28-year-old worker at a Siberian anti-plague institute has died. Russia calls it community-acquired pneumonia. The WHO says no cause of death has been officially confirmed, and it rates the risk to Europe as 'very low'.
What happened. A laboratory worker at the Anti-Plague Research Institute of Siberia and the Far East, in Irkutsk, died last week after severe pneumonia. The Independent and TheJournal.ie name her as Darya Shipilova, 28. They say the name came from Russian media and from the WHO.
The disagreement is over the cause.
| Who | What they say killed her |
|---|---|
| TheJournal.ie, opening line | "reportedly died of pneumonic plague" |
| WHO, quoted by TheJournal.ie | "no cause of death has been officially confirmed" |
| Russia's update to the WHO | "community-acquired pneumonia" |
| The Independent, analysis | Russia calls it "pneumonia of unknown origin" |
The contacts. Russia told the WHO that tests found "no presence of dangerous infectious disease pathogens in any of the contacts". The Independent, TheJournal.ie and CBC News all carry this. All three rely on that one Russian update. None reports an independent test.
The risk. The Independent and TheJournal.ie quote the WHO's Christian Lindmeier in the same words: "moderate to low for Irkutsk", low for Russia and "very low" for the WHO European region. The UK Health Security Agency tells The Independent it is "seeking further information".
What is not settled. We do not know which pathogen killed her. The Independent says Russian officials have not named it. We do not know how she was infected: Russia's health agency disputes rumours of a dropped test tube. The number of people under observation is unclear. The Independent's analysis says around 200, "reportedly", and gives no source.
This story is about whether a young scientist in Siberia died of plague she caught at work, and whether Russia is telling the world what it knows.
How it got here. Plague is a bacterial disease caused by Yersinia pestis. The Independent notes that it killed an estimated 50 million people in the Black Death of the 14th century. It never disappeared. It still lives in wild animals in parts of Siberia, which is why Russia runs an anti-plague institute in Irkutsk, a region that borders Mongolia and China. A WHO spokesperson said the institute studies dangerous pathogens, plague among them.
The form in question, pneumonic plague, infects the lungs. It can pass between people in cough droplets, but only through close contact. The ECDC and The Independent both say antibiotics can treat it.
The worker died last week. The WHO saw the reports on Friday. On Saturday it asked Russia for information under the International Health Regulations. These are binding rules that require countries to report health events that could cross borders.
Who is involved.
- Russia's health authorities are running the investigation. They are the only source for the test results.
- The WHO is the UN agency that tracks outbreaks. It can check only what Russia shares, and Russia has not asked it to send experts.
- The United States left the WHO in January, The Independent reports. Secretary of State Marco Rubio has asked Moscow to be more open.
- The UKHSA and the ECDC, the public-health agencies of the UK and the EU, are monitoring the case.
What is at stake. If she caught plague in a lab accident, that is a safety failure at a high-security facility, and her contacts must be traced quickly. If it was ordinary pneumonia, the alarm came from rumour. The Covid pandemic, and the argument over where it began, means any suspected lab leak quickly becomes political.
Where it stands. Russia says monitoring of all her contacts has ended and the situation is "stable". No cause of death has been officially confirmed.

What is being argued about
- Whether the worker died of pneumonic plague or of ordinary pneumonia
- Whether anyone outside Russia can check its negative tests on her contacts
