Trump says the two sides "agreed"; Zelensky says only that he is "ready to support"; Russia has not commented
Four reports on one announcement about strikes on power plants and refineries. Neither of the two governments named in it announced it.
What was announced. Novaya Gazeta Europe reports that Donald Trump wrote on his own social network that Ukraine and Russia had agreed not to strike each other's energy facilities, and that Russia had taken on the same obligation as Ukraine.
What Ukraine said. The same report quotes Volodymyr Zelensky saying he is ready to support the proposal, and widening it: no strikes on food, pharmaceutical or logistics sites and ports either. He added that he doubts Russia will agree.
| Who | What we hold them saying | Where it comes from |
|---|---|---|
| Trump | the two sides "agreed"; Russia took on the same obligation | his own post |
| Zelensky | ready to support it, on conditions, and doubts Russia will | his own channel |
| Peskov, Kremlin spokesman | Russia "can only welcome" any call for Kyiv to stop | said a day earlier, quoted at second hand |
| Putin | has not commented | — |
What it costs. Ekonomichna Pravda's headline puts diesel at 100 hryvnia in Ukraine ahead of the diplomacy. It is the only price a household pays in any of the four. Trump's claim that world diesel prices are driven mainly by the Russia–Ukraine war rather than the fighting in Iran sits in one report, marked as his assertion; no report we hold tests it against price or supply figures.
Not settled. Whether there is an agreement at all. No report we hold carries any Russian confirmation, none says what a halt would cover, and none counts the people cut off from power on either side.
What this is about. Whether Russia and Ukraine have agreed to stop striking each other's power plants, refineries and fuel depots — and whether either government has actually said so.
How it got here. Russia invaded Ukraine on 24 February 2022. The war has run since. Energy is one of its fronts: Russia has struck Ukraine's electricity system, and Ukraine has struck Russian refineries and fuel infrastructure. Russia is one of the world's largest exporters of crude oil and refined fuel, so a war fought over refineries is also a war that moves the price of diesel far from either country. Donald Trump returned to the US presidency in January 2025 and has put himself forward as the broker of an end to the fighting. The day before this announcement, according to the Novaya Gazeta Europe report, he publicly called on Volodymyr Zelensky to stop hitting Russian fuel infrastructure. On 13 September we filed on the same thread: Al Jazeera carried Trump blaming Ukraine's strikes for fuel prices, while Iranian outlets carried the price and no cause at all. Who is responsible for the cost of fuel is the contested question underneath all of it.
Who is in it. Trump, who announced the agreement on his own social network rather than through either capital. Zelensky, Ukraine's president since 2019, who says he is ready to support it. Vladimir Putin, Russia's president, who has not commented. Dmitry Peskov speaks for the Kremlin.
What is at stake. For Ukrainian households, electricity and heating as winter comes. For Russia, the refining and export earnings that pay for the war. For drivers anywhere, the pump price — Ekonomichna Pravda reports premium diesel reaching 100 hryvnia a litre in Ukraine, and puts the cost of one day of war to Ukraine's budget in 2026 at $190m, before partner-supplied weapons.
Where it stands. One announcement, made by neither of the two governments it names. No Russian confirmation, no terms, no start date.
