Volodin calls it 'real democracy'; Ziarul de Gardă cites analysts on 18 million added votes; Life.ru counts a record 80 women
Putin attended the first sitting of Russia's ninth State Duma. We hold three reports on it, and each describes the same chamber differently. Only one mentions the dispute over the vote that elected it.
What happened. The new State Duma held its first plenary sitting on 30 September. Ukrainska Pravda and Ziarul de Gardă both report that Vladimir Putin was there. Ukrainska Pravda says he spoke on the budget and the country's independence.
The speaker's claim. Ziarul de Gardă quotes Duma chairman Vyacheslav Volodin: Russia has a „democrație reală” ("real democracy") and its elections stand out for their transparency.
The fraud estimate. The same report says independent electoral analysts estimate that more than 18 million votes "would have been" added fraudulently for United Russia. It puts the figure in the conditional. It does not name the analysts in the text we hold.
Three reports, three leads.
| Outlet | Leads with | Mentions fraud claims? |
|---|---|---|
| Ziarul de Gardă (Moldova) | Volodin on "real democracy" | Yes, attributed and hedged |
| Ukrainska Pravda (Ukraine) | Putin: no "outstretched hand" abroad | No |
| Life.ru (Russia) | 80 women elected, 17.8% of 450 seats | No |
Life.ru states the women's figure as a record, without a source.
What is not settled. Who the analysts are and how they reached 18 million. No other report we hold tests the figure, for or against. We hold no official result, no turnout figure and no seat count by party. Ukrainska Pravda's report is a single sentence, and we have not read the full speech.
This story is about how Russia's new lower house of parliament, and the election that filled it, is being described.
How it got here. The State Duma is the lower chamber of Russia's Federal Assembly. It has 450 seats and is elected every five years. It passes laws and the federal budget, which then need the upper chamber and the president to approve them. The eighth Duma was elected in September 2021. The chamber that met on 30 September is the ninth.
Vladimir Putin has been Russia's president or prime minister since 1999. United Russia, the party that backs him, has dominated the Duma since the early 2000s. Vyacheslav Volodin, a senior United Russia figure, has chaired the Duma since 2016.
Russia launched its full-scale invasion of Ukraine in February 2022. Since then it has passed laws punishing criticism of the army and has labelled many critics as foreign agents. Leading opposition figures are in prison, in exile, or dead: Alexei Navalny died in an Arctic prison in February 2024. Western sanctions have cut Russia off from much of the world's finance. That is the background to Putin's line on the budget.
Who is in it. Volodin speaks for the chamber and defends how it was chosen. Putin addressed it. Independent electoral analysts, not named in the report we hold, say the vote was inflated. Russia's Central Election Commission runs the count, and we hold nothing from it.
What is at stake. The chamber votes on the war budget, conscription and new restrictions, and what those votes mean depends on whether it reflects the voters. Moscow presents the chamber as a mandate. Its critics say an inflated count makes it a rubber stamp.
Where it stands. The ninth Duma is sitting. The fraud estimate comes from one report, which cites analysts it does not name. None of the reports we hold carries an official result.
