Vot Tak says 25 political prisoners landed in Vilnius; Kyiv Post says Belarus has agreed to free 25 prisoners
Six reports, filed 44 minutes apart, on one Belarus–US exchange. Two call the 25 political prisoners, four do not, and they do not agree that it has happened.
What was announced. US envoy John Coale said on Wednesday that Belarus has agreed to free 25 prisoners and that Washington will lift sanctions on two Belarusian companies, Kyiv Post reports. Ziarul de Gardă traces the same words to Reuters. Every report we hold rests on that one account.
What they are called, and whether they are out.
| Outlet | The 25 are | Out, or agreed |
|---|---|---|
| Kyiv Post | "prisoners" | agreed to release |
| Censor.NET | "prisoners" | will release |
| Ziarul de Gardă | "detainees" | headline says freed, its own text says agreed |
| Obozrevatel | "political prisoners" | an exchange that may happen |
| Vot Tak | "political prisoners" | arrived in Vilnius on 16 September |
| RIA Novosti | "prisoners", of the hundreds more | the 25 are not in its headline |
The names. Vot Tak, filing from Vilnius, is the only report that names anybody freed: Tor Band's musicians and TUT.BY's chief executive, Lyudmila Chekina. Kyiv Post alone names the two firms, Lakokraska and Bellesbumprom. Two reports name the envoy; none names a Belarusian official as acting.
Not settled. Whether the exchange happened or was only struck: one report says the 25 are in Lithuania, four report an agreement, one says it may happen. The sanctions relief rests on the envoy's word — we hold no American document naming the firms. RIA Novosti's hundreds more is a hope, not an agreed number.
What this is about. Washington and Minsk are trading prisoners for sanctions relief, a batch at a time, and this week's batch is 25 people.
How it got here. Alexander Lukashenko has ruled Belarus since 1994. After the presidential election of August 2020, which he declared he had won and which brought mass protests, the authorities jailed thousands; the United States and the European Union answered with sanctions on Belarusian officials and state firms. In February 2022 Belarus let Russian forces invade Ukraine from its territory, deepening its isolation. Much of the opposition left, most of it for Lithuania — which is why freed prisoners land in Vilnius, and why Sviatlana Tsikhanouskaya, who stood against Lukashenko in 2020, speaks from there. The banned rights group Viasna keeps the count of who is still inside; its founder Ales Bialiatski, a Nobel Peace Prize laureate, was among those freed by this diplomacy, Ziarul de Gardă reports. President Donald Trump's envoy John Coale began travelling to Minsk last year. Obozrevatel reports more than 500 prisoners released since those talks started, 250 of them after a March visit, with some US sanctions eased in return.
Who is in it. Lukashenko wants sanctions gone and frozen Belarusian money returned; Coale promised on Tuesday to press American banks on it, Ziarul de Gardă reports. Washington wants people out of prison. The exiled opposition is the party with the least say: Tsikhanouskaya told Reuters that releases should not be mistaken for political change, and that the aim should be "emptying the prisons, not rehabilitating the dictatorship".
What is at stake. Viasna says more than 900 political prisoners remain. Lukashenko denies they are political prisoners at all, and rejects the claim by rights groups that new arrests replace each person released. Every release is also a step towards normalising a government the West sanctioned.
Where it stands. An interim deal, announced by one man on Wednesday. Twenty-five people — a tenth of March's 250 — two companies, and Coale's word that there is more to come.
This desk covered the same envoys in Moscow on 8 and 15 September.

What is being argued about
- Whether the 25 are out, or only agreed to be let out
- Prisoners, detainees, or political prisoners
- Which two Belarusian firms lose their US sanctions
- Who is named on each side of the trade
