Kyiv Post and Censor.NET lead on Peskov's 'very good idea'; Obozrevatel calls it 'cynical' and leads on sanctions
Four Ukrainian outlets reported the Kremlin's answer to Trump's proposed energy truce within 10 minutes of each other. Two led on the praise. One led on what Moscow wants in return. One led on oil prices.
One remark, four leads. On 15 September four Ukrainian outlets carried what Kremlin spokesman Dmitry Peskov said about Trump's proposal. Under it, Russia and Ukraine would stop striking each other's energy sites. The reports came out between 12:33 and 12:43 UTC, and each led on something different.
| Outlet | Leads on | Its own word |
|---|---|---|
| Kyiv Post | a "very good idea"; Peskov's claim of a Ukrainian strike | none; the claim is marked "alleging" |
| Censor.NET | a "very good idea" | "dictator" |
| Obozrevatel | lifting sanctions; ending strikes on Russian tankers | "cynical" |
| Suspilne | a truce "will not lower world oil prices" | none |
On fuel. Suspilne reports the Kremlin's view that a deal would not by itself end the world fuel shortage. The Kyiv Post reports Peskov saying a pause could ease pressure on Russia's fuel market.
The conditions. Only Obozrevatel lists them: sanctions lifted, and no more strikes on Russian tankers. Suspilne's headline says the Kremlin "named conditions". The text we hold from Suspilne does not list them.
The strike claim. Only the Kyiv Post carries it. Peskov says Ukrainian forces tried to hit a Russian energy site after Trump's announcement.
Not settled - Whether any deal exists. The Kyiv Post says neither side has confirmed one. - Moscow's terms. They rest on one report, and we hold only its opening line. - Kyiv's reply. None of the four quotes a Ukrainian official. - We hold no Russian state media report and no text of the US proposal.
What this is about. Russia and Ukraine have each been attacking the other's energy sites: power plants, refineries, oil terminals and tankers. The US president, Donald Trump, wants both to stop.
How it got here. - 2014. Russia annexed Crimea, and fighting began in eastern Ukraine's Donbas. This is where the war begins. - February 2022. Russia launched its full-scale invasion. Western governments answered with sanctions. These include limits on Russian oil sales and a G7 price cap on Russian crude. - Autumn 2022 onwards. Russia struck Ukraine's power grid with missiles and drones, above all in winter. - From 2024. Ukraine struck back with long-range drones. Its targets were Russian refineries and oil sites far from the front. Oil sales pay a large share of Russia's budget. - March 2025. Talks run by Washington produced a 30-day pause on energy strikes. Each side accused the other of breaking it. - This month. Obozrevatel reports that Trump urged Zelensky to stop hitting Russian oil sites. It says Trump blamed a world diesel shortage and rising prices on those strikes, and not on the US war in Iran. On 14 September Trump wrote that Kyiv and Moscow had agreed to hold off. Obozrevatel cites the Financial Times: no final deal had been agreed by then.
Who is involved. - Russia. Its refineries and tankers are under attack, and it wants the sanctions on its energy exports lifted. - Ukraine. Its grid is under attack. Its strikes on Russian oil are one of the few ways it can hit Russia's war income. - The United States. It is Ukraine's main arms supplier, and it now presents itself as the broker between the two sides.
What is at stake. A truce would spare power and heating on both sides. It could also ease pressure on fuel markets. But Moscow's reported terms would reach far past the strikes. Lifting sanctions would undo pressure that Western governments have kept on Russia since 2022.
Where it stands. Neither government has confirmed a signed agreement. Obozrevatel reports that Ukraine will stop if Russia does the same, and wants guarantees from its partners. We hold no text of the US proposal.
