"Weapons ready," says NATO's Military Committee chair; "we have lived on borrowed time," says a Finnish commander
Five reports on the same week give four words for one threat and two opposite answers on whether Europe is prepared for it. Neither answer is put beside the other anywhere we hold.
The assurance. Rzeczpospolita leads on NATO Military Committee chair Admiral Giuseppe Cavo Dragone: „Żołnierze gotowi, broń gotowa" — soldiers ready, weapons ready. It is the only claim of readiness we hold, and the paper repeats it in the headline.
The counter. Dagens Nyheter quotes Finnish commander Ilja Iljin on the Baltic: „Vi har levt på lånad tid när inget värre har hänt ännu" — we have lived on borrowed time. Both men are serving officers.
Four words for one threat.
| Report | What it calls it | Whose word |
|---|---|---|
| Rzeczpospolita | a "prowokacja" in the coming months | the paper's setting; no leader named |
| Dagens Nyheter | "incidenter" against undersea cables | the paper's; nobody named as doing them |
| Brussels Signal | "Russian attacks" on infrastructure | stated flat, no source |
| Digi24 | "războiul hibrid" — hybrid war | the paper's; "critical" is Cristian Diaconescu's |
Who acts differs too: NATO's military command in Rzeczpospolita, the Finnish Border Guard inside an EU project in Dagens Nyheter, Emmanuel Macron alone in Brussels Signal.
Not settled. Nothing we hold dates the provocation beyond "the coming months", names the leaders said to be warning of it, counts the cable incidents or names who caused them. The French plan and the G7 energy meeting appear in one report, filed two days before the rest; none of the others mentions them.
What this is about. European governments, NATO and the European Union are each preparing for Russian action against Europe, and they do not call it the same thing or report the same state of readiness.
How it got here. Russia annexed Crimea from Ukraine in 2014 and invaded the rest of the country in February 2022. NATO, the military alliance founded in 1949, reinforced its eastern flank in response; Finland joined the alliance in April 2023 and Sweden in March 2024, so every Baltic coast but Russia's is now allied territory. Since 2023 undersea cables and a gas pipeline in the Baltic and the Gulf of Finland have been damaged repeatedly. Investigations have centred on ships dragging anchors across the seabed, and responsibility has been argued over rather than established. That sequence is what Dagens Nyheter's report follows.
Who is in it. The Military Committee is NATO's senior military body and advises the alliance's political leadership; Admiral Cavo Dragone chairs it. The Finnish Border Guard polices Finland's sea frontier, and Dagens Nyheter places its boarding exercise inside Marsec, an EU maritime-security project. France and Romania are both EU and NATO members. Cristian Diaconescu, who speaks to Digi24, held the Romanian foreign ministry in the past and holds no office now.
What is at stake. Article 5 of the North Atlantic Treaty commits every member to treat an armed attack on one as an attack on all. It has been invoked once, after the attacks of 11 September 2001. Digi24's interview asks what could reach that threshold now, its headline carrying Diaconescu's answer that the decision "is not reserved to conventional military attacks alone". Cut cables and damaged infrastructure sit below the line a tank crossing a border would cross — and who defends against them, the member state, the Union or the alliance, is unsettled too.
Where it stands. Preparation is being announced on three levels at once, by bodies answering to different people, with no shared account of how bad it is.
What is being argued about
- Whether NATO is ready for a Russian escalation on the eastern flank
- Who is named as responsible for the Baltic cable incidents — and who is not
- What to call it: provocation, hybrid war, or attacks
- What could cross the Article 5 threshold short of a conventional attack
