Zelensky says Putin ordered the rules of war dropped; Le Figaro carries only Klitschko's 'extremely dramatic' Kyiv
We hold two reports on the strikes on Kyiv, and each leads with a different Ukrainian voice. One carries the president's charge against Putin. The other carries only the mayor's warning. Neither gives a count of the dead or injured.
What we hold. Two reports, published 24 minutes apart on 2 October. Both quote a Ukrainian official. Neither quotes a Russian voice.
The charge. iDNES.cz / MF DNES leads with Volodymyr Zelensky. He says Vladimir Putin ordered Russia's armed forces to drop the rules of war. He says this led to a sharp rise in attacks on civilian targets. The headline attributes the charge to him: "tvrdí Zelenskyj", meaning "Zelensky claims".
The warning. Le Figaro leads with Kyiv's mayor, Vitali Klitschko, and quotes his Telegram post. He wrote that the capital is in "une situation extrêmement dramatique" and that "L'ennemi saccage Kiev" ("the enemy is ravaging Kyiv"). Le Figaro does not carry Zelensky's charge.

|---|---|---|
| Leads with | Zelensky: Putin's order | Klitschko: "dramatic situation" |
| Carries Zelensky's charge | Yes, attributed | No |
| Carries Klitschko | Yes, paraphrased | Yes, quoted from Telegram |
| Casualty figure | None | None |
| Russian response | None | None |
What is not settled. - Whether any such order exists. Neither report gives evidence of one. - The "sharp rise" in attacks. iDNES gives no figure and no time period. - How many people were killed or hurt, and what was hit. Neither report says. - What Moscow says. Neither report carries a Russian response.
This story is about Russian strikes on Kyiv, Ukraine's capital. Ukraine's president charges that Russia has stopped observing the laws of war.
How it got here. Russia annexed Crimea from Ukraine in 2014. It also backed armed separatists in the eastern Donbas region, where fighting ran for eight years. On 24 February 2022 Russia launched a full-scale invasion. Its forces reached the outskirts of Kyiv, then withdrew from the north that spring. Since then the war has been fought along a front in the east and south. Russia has also struck cities across Ukraine with missiles and drones, Kyiv among them.
The actors. - Volodymyr Zelensky has been Ukraine's president since 2019 and leads its war effort. - Vladimir Putin is Russia's president and commander-in-chief. - Vitali Klitschko is a former world heavyweight boxing champion. He has been mayor of Kyiv since 2014. - The European Union backs Ukraine. It has imposed round after round of sanctions on Russia since 2014, widened sharply since 2022. It made Ukraine a candidate for membership in June 2022 and opened accession talks in June 2024.
The rules at issue. The Geneva Conventions and their protocols forbid deliberate attacks on civilians and on civilian buildings. Ukraine accuses Russia of breaking them. Russia's government says it strikes military and energy targets and denies targeting civilians. Each strike is disputed on its own.
What is at stake. Proof of a deliberate order to set those rules aside would bear on war-crimes cases. It would also bear on how far the EU goes with sanctions and defence support. The reports we hold carry the charge, not proof of it.
Where it stands. On 2 October Kyiv's mayor said the capital was in an extremely dramatic situation. Zelensky made his charge the same day. Neither report gives a count of the dead or injured.
What is being argued about
- Zelensky's charge that Putin ordered the rules of war dropped
- Klitschko's warning that the enemy is ravaging Kyiv
- A claimed sharp rise in attacks on civilian targets, with no figures given
- No casualty count and no Russian response in either report
