Censor.NET says 5 million hryvnia, Suspilne says 192 thousand — and they differ on who was taken in
Three Ukrainian reports on one Luhansk procurement case, published six minutes apart, give three sums and two accounts of who is accused. All three carry the same odd detail: the kickbacks went by post.
Three reports, three sums. Censor.NET, citing the security service, says the scheme was an attempt to take 5 million hryvnia. Suspilne, citing the Prosecutor General's Office, says 192,000 hryvnia of budget money was taken through a Prozorro tender worth more than 3.2 million. Ekonomichna Pravda gives no figure, and says only that a scheme was uncovered in the buying of advertising and marketing services.
| Outlet | Sum | What it counts | Credited to |
|---|---|---|---|
| Censor.NET | 5,000,000 hryvnia | what officials tried to take | the security service |
| Suspilne | 192,000 hryvnia | what was taken, from a tender of over 3.2 million | the Prosecutor General's Office |
| Ekonomichna Pravda | no figure | — | nobody named |
Two accounts of who. Censor.NET reports a detention — a Luhansk regional administration department head and his deputy. Suspilne reports suspicion, not detention, and names three: a woman department director, her deputy, and a businessman. No report names anyone.
The post. Censor.NET says monthly kickbacks were mailed to the officials from different regions of Ukraine, on the investigators' account. Ekonomichna Pravda says the money travelled in parcels to conceal it. Suspilne does not mention the post.
Not settled. Whether anyone is in custody. Whether the department head is a man or a woman. Whether the businessman features in the other two accounts. And whether 5 million and 192,000 describe the same allegation counted at two points — no report we hold puts them side by side.
What this is about. Ukrainian investigators say officials in the body that governs Luhansk region diverted public money through a state-run tender for advertising and marketing services.
How it got here. Russia's war against Ukraine began in 2014, when fighting broke out in the eastern regions of Donetsk and Luhansk after Russia annexed Crimea. It became a full-scale invasion on 24 February 2022. Since the middle of that year Russia has held nearly all of Luhansk region. Ukraine's Luhansk regional administration therefore governs largely from outside the territory it administers, with its staff and its budget displaced — but it still buys goods and services with state money, and still does so through Prozorro, the state electronic procurement platform Ukraine has used since 2016. Prozorro was built so that tenders would be public and comparable; that openness is also what lets prosecutors reconstruct one afterwards. Ukraine made anti-corruption enforcement a condition of Western support and of its own EU path: it was granted EU candidate status in June 2022 and opened accession negotiations in June 2024. Wartime procurement cases are announced in that light.
Who is involved. The Security Service of Ukraine, the country's main domestic security and counter-intelligence agency, which also works on graft cases; the Prosecutor General's Office, which brings charges; and the regional administration's own department staff, plus a businessman named by one report as a suspect.
What is at stake. Public money spent while the region it belongs to is occupied, and Ukraine's claim that it polices its own officials during a war — a claim its donors and Moscow both read closely. For the suspects, whether suspicion becomes a prosecution.
Where it stands. The case was made public on 10 September 2026. Investigators have announced detentions or suspicions, depending on which account you read. No suspect has been named publicly, and no court stage has been reported. Our last Ukrainian graft filing, on 8 September 2026, concerned alleged monthly payments to prosecutors.
