Ghalibaf says Hormuz stays shut until June's terms are met; IRNA says a US reply to a seven-day plan is under review
On 4 October, Iranian officials described the Hormuz talks in three ways. One said the strait stays closed until Iran's conditions are met. One said a US reply to a seven-day reopening plan is being studied. A third said the talks are already over. Every account of the US position comes from Tehran.
Three Iranian lines on one day. Seven outlets reported the same talks in three different ways. None of the 10 reports quotes a US official.
| Who speaks | Outlet | What they say |
|---|---|---|
| Speaker Mohammad-Bagher Ghalibaf | The Jerusalem Post | Hormuz stays closed until Iran's "conditions from June are met"; "the period of dragging out the (diplomatic) process... is over" |
| Deputy Foreign Minister Gharibabadi | IRNA, Shargh, LBCI | The US reply to Iran's "7-day plan" came through intermediaries and is being studied |
| "Tehran" | Haaretz | Its latest proposal "could reopen the waterway within seven days" |
| A spokesman for parliament's security committee | Shargh | "In my view" Iran is "in the post-negotiation stage" |
What leads. 4 of 7 outlets lead with the closure. 3 lead with the plan and the reply under review.
The agenda. Haaretz and Al Jazeera say Iran wants the talks to centre on Hormuz. Haaretz reports the US focus on the nuclear file as an Iranian accusation. Al Jazeera states it as fact: "the US continues to focus on nuclear talks".
Mediators. Shargh, citing Al Jazeera, says Qatar has put forward proposals to bring the two sides closer. No other report we hold mentions this.
Not settled - What the June conditions are. No report spells them out. - What the seven-day plan contains, and what the US reply said. Only Gharibabadi describes the reply. - Whether Washington sees the talks the way Tehran describes them. We hold no US account.
What this is about. Iran has closed the Strait of Hormuz during its war with the United States. The two sides are now arguing over the terms for reopening it.
The strait. Hormuz is the narrow sea passage between Iran and Oman. It links the Persian Gulf to the open ocean. Tankers carrying oil and gas from Saudi Arabia, Iraq, Kuwait, Qatar, the UAE and Iran itself must pass through it. Closing it hits fuel prices and economies far beyond the region.
How it got here. The underlying dispute is Iran's nuclear programme. In 2015 Iran agreed to limits on uranium enrichment in exchange for relief from sanctions. The United States left that deal in 2018 and reimposed sanctions. Iran then expanded enrichment, and the UN's nuclear watchdog, the IAEA, lost much of its view of the programme. In June 2025 Israel struck Iranian nuclear sites, and the United States followed. The confrontation has since become open war between Iran and the United States, and Iran shut the strait. Talks are running alongside the war.
The actors. Mohammad-Bagher Ghalibaf is the speaker of Iran's parliament and a former Revolutionary Guard commander. Kazem Gharibabadi is a deputy foreign minister and one of Iran's negotiators. Qatar has often carried messages between Washington and Tehran. It hosts a large US air base and has long kept working ties with Iran.
What is at stake. Iran treats the strait as its main leverage and wants the talks to centre on it. By Iran's account, Washington wants them to centre on the nuclear programme. Whichever agenda wins decides what each side gives up first.
Where it stands. On 4 October, Iranian officials said a US reply to their proposal was under review. The same day, the speaker said the strait stays shut until Iran's conditions are met. The reports do not say what those conditions are, and we hold no US account of the talks.
