Lavrov says Europe is 'waging war' on Russia; Estonia says Russian intelligence ordered a Tallinn arson
On 29 September Russian officials called European governments the aggressors. Estonia, NATO and Poland's defence ministry accused Moscow of sabotage and provocation. We hold five reports in five languages, and they differ on who is attacking whom.
Two accusations, one afternoon. Five reports published within 34 minutes of each other carry two opposite charges. Russian officials say Europe is escalating. European and NATO officials say Russia is attacking Europe below the threshold of war.
| Speaker | Charge | Reported by |
|---|---|---|
| Sergei Lavrov, Russia | Europe is "waging war" on Russia by arming Ukraine | The Jerusalem Post (headline only) |
| Sergei Lavrov, Russia | Russia is neutralising a possible "direct threat" | Observador |
| Dmitry Medvedev, Russia | "Aggressive" European decisions could push the world into a new war | Life.ru |
| Mark Rutte, NATO | Moscow's "hybrid attacks" will not weaken Ukraine | Observador |
| Government of Estonia | The 15 August Milrem fire was sabotage ordered by Russian intelligence | Ziarul de Gardă, citing the Kyiv Independent |
| Stanisław Wziątek, Polish defence ministry | Russia may blame Ukraine for attacks on Polish soil | Ukrainska Pravda |
How it was framed. Two separate blind readings agree on the main pattern. Four of the five reports attribute each charge to whoever made it. Life.ru opens with Medvedev's warning as a flat statement and names him only in the next sentence. In Observador, Rutte "guarantees" and Lavrov only "affirms".
What is not settled. - We hold no body text for the Jerusalem Post report. The words "waging war" appear only in its headline. - Estonia's charge reaches us second-hand, through one report. We hold no Russian reply to it. - No report we hold gives evidence for any of the six charges.
This story is about Russia and European governments each accusing the other of attacking them, on the same day.
How it got here. Russia annexed Crimea from Ukraine in 2014 and backed armed separatists in eastern Ukraine. On 24 February 2022 it launched a full-scale invasion of Ukraine. Since then European governments, the United States and other NATO members have given Ukraine weapons, money and training, and put sanctions on Russia. Moscow says this makes the West a party to the war. Western governments say they are helping a country defend itself, which the UN Charter allows.
Since 2022 several European governments have blamed Russia for arson, sabotage, cyberattacks and other acts that stop short of open war. NATO calls these "hybrid" attacks. Russia has generally denied such charges.
The actors. - Russia: Sergei Lavrov is foreign minister. Dmitry Medvedev, a former president, is deputy chair of Russia's Security Council. - NATO: the Western military alliance. Its members promise to defend each other if attacked. Mark Rutte, a former Dutch prime minister, is its Secretary General. - Estonia: a NATO and EU member on Russia's border. Milrem, whose Tallinn building burned on 15 August, is an Estonian defence company. - Poland: a NATO member bordering Ukraine and a main route for Western aid to it.
What is at stake. Russia's charge that Europe is "waging war" treats Western arms deliveries as direct involvement in the war. A NATO member has now formally blamed Russian intelligence for sabotage on its soil. That raises the question of how the alliance answers attacks that fall short of open war.
Where it stands. Estonia has named Russian intelligence as behind the Tallinn fire. We hold no Russian response. No report we hold describes any step taken by NATO or the EU in reply.
