Politico Europe says the released files show Spain was warned; El Mundo's two reports never mention them
One report we hold says declassified notes contradict the government's account of Ceuta. The other two, same city and same day, are about what the crossing means and who is being moved north.
The claim. Politico Europe reports that official notes, declassified by the government itself, show Spanish intelligence services warned of a mass incursion into Ceuta — "contradicting the government's claim that the surge could not have been predicted". Its headline grades the release an "own goal". It does not quote the notes, date them, or say who wrote them.
The reply. We hold none. Neither El Mundo report mentions the declassification. No report we hold quotes a minister answering it.
| Outlet | Its subject | Its word for the crossing | Attributed? |
|---|---|---|---|
| Politico Europe | what the government knew | "mass incursion" | stated flat, to "official notes" |
| El Mundo, 13:08 | the death of "buenismo" | "masiva entrada irregular" | the verdict is a philosopher's; the word is the report's own |
| El Mundo, 12:42 | five girls moving to Navarre | "avalancha" | the criticism is quoted; the word sits outside the quote |
Three words, no number. All three reports reach for size — incursion, mass entry, avalanche. None gives a figure for how many people crossed. None quotes anyone who did. The only number in any of them is five: the girls Navarre's president says are about to arrive.
Not settled. What the notes say, when they were written, and which service wrote them. Whether the government disputes the reading. And how many people entered Ceuta — no report we hold answers that.
What this is about. Spain's government has been accused of ignoring warnings before a mass crossing into Ceuta, a Spanish city on the coast of North Africa.
How it got here. - Ceuta sits on the African side of the Strait of Gibraltar. It is bordered by Morocco. Portugal took it in 1415, and Spain has held it since the 17th century. - Ceuta and Melilla are the European Union's only land borders in Africa. Both are fenced. - Morocco claims both cities and does not recognise Spanish rule over them. - Relations between Madrid and Rabat have long shaped the border. In May 2021 thousands crossed into Ceuta during a diplomatic row with Morocco. In 2022 Pedro Sánchez's government backed Morocco's autonomy plan for Western Sahara. - On 30 July 2026 a much larger crossing followed. Politico Europe puts it at 72,000 people. Our earlier reports carried 70,000 to 80,000, depending on the outlet. - On 3 September Sánchez addressed the Congress of Deputies. Politico Europe reported that a police report said Morocco had instigated the surge, and that Sánchez would not blame Rabat. That cause is disputed. - On 9 September his office declassified official files on the crisis. Those files are today's story.
Who is involved. - Sánchez's minority government depends on smaller parties in parliament, including the Republican Left of Catalonia. - The People's Party, the main opposition, is calling for a snap election. - The National Intelligence Service and the Civil Guard issued the warnings. The Civil Guard polices the border. - The Government Delegation in Ceuta represents Madrid in the city. - Morocco controls the other side of the fence. - Spain's regions, including Navarre, are taking in minors moved on from Ceuta.
What is at stake. If the files show the government was warned and did not act, its account of the crisis collapses. It could lose the allies it needs to govern before the election due in 2027. The case also touches Spain's ties with Morocco and how the EU protects its only land border in Africa.
Where it stands. The government says the warnings did not predict the scale of what happened. Its critics say they did. We do not hold a figure for how many people are still in Ceuta.
