taz and NOS call it a 'sham election', Welt a 'record result'; the commission's count gives United Russia 355 of 450 seats
Russia's election commission says United Russia won 57.83% of the vote in the Duma election. Two outlets call the vote a sham in their headlines. One calls it a record. The EU's foreign-policy chief, Kaja Kallas, condemned voting in occupied Ukraine, according to Digi24.
The count. NOS says the central election commission put United Russia on 57.83% with 95% of votes counted. That would give it 355 of the 450 seats. The commission gave turnout as just over 56%. taz also carries the commission's figure of 355 seats. No outlet we hold checked the count independently.
The word for it. The outlets split on what to call the vote:
| Outlet | Headline word | Whose result |
|---|---|---|
| taz | "Scheinwahlen" (sham elections) | "laut Staatsangaben" (according to the state) |
| taz, second report | "Wahlkommission verkündet" (commission announces) | the commission |
| NOS | "schijnverkiezingen" (sham elections) | the commission, figure by figure |
| Der Standard | "gewählt", in quotation marks | two-thirds majority, no source given |
| Welt | "Rekordergebnis" (record result) | no source given |
Who got in. taz says three more parties cleared the 5% threshold. Der Standard says four parties sit in parliament. NOS names three, and says a fifth, Just Russia, may still get in.
The EU. Kallas, the EU's top diplomat, spoke of a "eroziune democratică" (democratic erosion), Digi24 reports. She accused the Kremlin of stepping up repression of the opposition.
What is not settled - Whether the count is accurate. NOS says independent monitoring of voting and counting no longer exists in Russia. - Whether four or five parties enter the Duma. - The final figures. The commission's numbers are provisional. - Who kept anti-war parties such as Yabloko off the ballot. Only NOS reports the exclusion, and it names no one.
This story is about Russia's parliamentary election, and how European outlets chose to describe its result.
How it got here. The State Duma is the lower house of Russia's parliament. It has 450 seats and is elected every five years. It passes laws and approves the president's choice of prime minister. Vladimir Putin has led Russia as president or prime minister since 1999. United Russia, founded in 2001, is the party that backs his government. It has held a majority in the Duma for most of that time.
Russia annexed Crimea from Ukraine in 2014. It launched a full-scale invasion of Ukraine in February 2022. In September 2022 it declared four more Ukrainian regions part of Russia. Almost every other country rejects that claim, including all EU member states. NOS reports that this was the first Duma election since the full-scale invasion. Voting ran from Friday to Sunday, 18 to 20 September, according to Digi24.
The actors. The central election commission runs the vote and announces the results. United Russia is the governing party. The other parties in the count are the Communist Party, the LDPR, New People and Just Russia. The outlets we hold describe all of them as loyal to the Kremlin. The European Union is involved as Ukraine's backer and as the source of sanctions on Russia. Kaja Kallas, a former prime minister of Estonia, has been its High Representative for Foreign Affairs since December 2024.
What is at stake. Changing Russia's constitution takes a two-thirds majority in the Duma. 355 of 450 seats is more than that. Holding a vote in occupied Ukrainian land treats that land as Russian. That is why the EU condemned it.
Where it stands. The commission has published provisional results. NOS says United Russia won just under half the vote five years ago. Whether Just Russia clears the threshold is still open.

What is being argued about
- Whether to call the vote a sham election, a record result or simply a result the commission announced
- Whose figures they are: 57.83% and 355 of 450 seats come from the election commission
- Whether four or five parties enter the Duma
- The EU's condemnation of voting in occupied Ukraine
