The Jerusalem Post says the army arrested "Iran's Press TV journalist"; Asharq Al-Awsat says a US-Palestinian reporter was "abducted"

One detention at a West Bank checkpoint on Tuesday. The two reports we hold spell her name two ways, describe her job two ways, and neither says what she is held for.

Levant & Iran Palestine Israel

Both reports agree on the act. Israeli forces detained a Palestinian-American journalist in the occupied West Bank on Tuesday. The Jerusalem Post says the army confirmed to it that she was transferred to the Israel Police. Asharq Al-Awsat has the detention from her sister and a colleague. Two separate accounts carry that much.

They agree on very little else, including her name.

The Jerusalem Post Asharq Al-Awsat
Her name Naqqa Hamad Naqaa Hamed
Who she is "Iran's Press TV journalist", in the headline "US-Palestinian journalist", covering settler violence
Who says so the Iranian state broadcaster her sister and a colleague
The word for it "arrests" "detained" — "abducted" only inside her sister's quotation marks
Where the West Bank, no checkpoint named the Tequ' checkpoint, Bethlehem
"Occupied" not used "the occupied West Bank"

What is not settled. Neither report gives a reason for the detention and neither reports a charge. Neither quotes her, a lawyer, or the police. Her employer rests on one report, which attributes it to the Iranian broadcaster rather than stating it. The checkpoint rests on the other, which has it from a Facebook post by her sister, Fatima Bajes Salem. That the two spellings are one woman is what both reports assume and neither shows. We do not know where she is now.

What this is about. A journalist who holds both American and Palestinian citizenship was stopped at an Israeli army checkpoint in the occupied West Bank on Tuesday and taken into custody. No reason for it has been made public.

How it got here. Israel captured the West Bank, including East Jerusalem, in the 1967 war and has held it ever since. Palestinians living there are subject to Israeli military law; Israeli settlers living in the same territory are subject to Israeli civil law. The Oslo Accords of 1993–95 created the Palestinian Authority and split the territory into zones under differing degrees of Palestinian administration, but Israel kept control of movement between them. That control is exercised at checkpoints, where soldiers may stop, search and detain. Bethlehem, near where this detention happened, is one of the cities Oslo placed under Palestinian administration and Israeli-controlled land surrounds it. Under Israeli military orders, Palestinians can be held on renewable administrative detention orders without charge — which is why "no charge reported" is not the same as "soon released".

Who is in it, and why. The army made the arrest and, the Jerusalem Post reports, handed her to the Israel Police. Her family in the West Bank is the source for where it happened. The United States is involved by citizenship alone: one of its nationals is in another state's custody. Iran enters through her reported employer — Press TV is the English-language channel of Iran's state broadcaster. Iran and Israel hold no relations and treat each other as enemies.

What is at stake. The two descriptions of her are two different cases. A reporter covering settler violence detained on her way home is a press-freedom matter. A correspondent for an enemy state's broadcaster is a security matter, argued on other grounds. Nothing we hold settles which it is.

Where it stands. She was detained Tuesday. No charge, no lawyer, no police account has been reported. We do not know where she is being held.

What is being argued about

  • The detention of a Palestinian-American journalist at a checkpoint near Bethlehem on Tuesday
  • Whether she is identified first by her employer or by her nationality and her beat
  • Two spellings of one name, and what follows when nobody can check which is hers
  • That neither outlet reports a reason or a charge

The bias in this coverageBias

Two ways to say who she is

One report puts her employer in the headline and attributes her name and nationality to the Iranian broadcaster. The other names her as a Palestinian-American journalist and sources the detention to her sister and a colleague. The two reports spell her name differently, and neither says what she is held for.

1 reports identifying her first by her employer 1 reports sourcing the detention to her family 2 spellings of her name across the reports 0 reports giving a reason for the detention

The same arrest, different actors

One report names the army as arresting her, then turns passive for the handover to police. The other names "Israeli authorities" and calls the West Bank occupied. Only one of the two says what she had been reporting on.

1 reports calling the West Bank occupied 1 reports describing her assignment 0 reports quoting the detained journalist
Scored without the mastheads. Where the two passes differ, both are kept.

Claims and verdicts

true Israeli forces detained Palestinian-American journalist Naqaa Hamed in the occupied West Bank on Tuesday and handed her to the Israel Police.
The Jerusalem Post says the army confirmed the detention and the transfer to the police to its reporter. Asharq Al-Awsat has the detention from her sister and a colleague, so the fact rests on two separate accounts, though the outlets spell her name differently.

Who is named as acting: the army is the actor in the headline; she is identified by her employer before her name — “IDF arrests Iran's Press TV journalist in West Bank, hands her to police, source confirms to 'Post'”
What is asserted versus attributed: her name and nationality are attributed to the Iranian broadcaster rather than stated — “identified by the Iranian state broadcaster as Palestinian-American Naqqa Hamad”
Who is named as acting: no actor named for the handover, in the same sentence that names the army for the arrest — “was transferred to the Israel Police.”

Adds the checkpoint, the assignment and the family: she covered settler violence including at Qusra, and her sister Fatima Bajes Salem wrote on Facebook that she "was abducted today at the Tequ' checkpoint in Bethlehem".
Israeli authorities detained a Palestinian-American journalist on Tuesday as she returned from a reporting assignment in the occupied West Bank, her sister and a colleague said. Naqaa Hamed covered violence by Israeli settlers towards Palestinians in the West Bank, including in the village of Qusra, where settlers trapped residents inside and refused to let in food or other supplies. Hamed "was abducted today at the Tequ' checkpoint in Bethlehem while returning from covering the suffering of Palestinians", her sister Fatima Bajes Salem wrote on Facebook. Soldiers arrested Hamed after stopping
Whose voice is quoted: the detention is sourced to her sister and a colleague; no official is quoted — “Israeli authorities detained a Palestinian-American journalist on Tuesday as she returned from a reporting assignment in the occupied West Bank, her sister and a colleague said.”
Word choice: the contested word is used, but kept inside the sister's quotation marks — “was abducted today at the Tequ' checkpoint in Bethlehem while returning from covering the suffering of Palestinians”
What is asserted versus attributed: settler conduct is stated flat and in active voice, unattributed — “where settlers trapped residents inside and refused to let in food or other supplies”
Who she is, first: identified by nationality and by her assignment — “Israeli authorities detained a Palestinian-American journalist on Tuesday as she returned from a reporting assignment in the occupied West Bank”
Word for the act: the family's word is quoted, the report's own word is 'detained' — “was abducted today at the Tequ' checkpoint in Bethlehem while returning from covering the suffering of Palestinians”
Active voice for the actor: soldiers and settlers are both named as acting — “Naqaa Hamed covered violence by Israeli settlers towards Palestinians in the West Bank”
Whose voice: sourced to her sister and a colleague, both on her side — “her sister and a colleague said.”
