Der Standard says three states want two names off the Russia list; Gazeta Wyborcza says Latvia is blocking the compromise
Both reports say Latvia refused to strike two Russian businessmen from the EU sanctions list. One counts three states behind the request and says the measures lapse without a deal; the other says the deal would have secured the restrictions for a further three years. Neither names the two men.
The disagreement is who is doing something. Two reports, filed within ninety minutes of each other on 22 September, describe the same standoff over two names on the EU's Russia sanctions list — and put a different actor at the front of the sentence.
| Der Standard (Austria) | Gazeta Wyborcza (Poland) | |
|---|---|---|
| Who acts first | "Drei Staaten" want two Russian businessmen struck off; Latvia "will nicht akzeptieren" | "Łotwa blokuje kompromis" — Latvia blocks the compromise; who asked is not said |
| The two men | "russische Geschäftsmänner" | "miliarderzy powiązani z Putinem" in the headline, "wpływowych biznesmenów" in the text |
| What is at stake | "Kommt es zu keiner Einigung, laufen die Maßnahmen aus" — no deal, the measures run out | the delisting "miało zagwarantować stabilność systemu restrykcji na kolejne trzy lata" |
| Names any state asking | no | no |
Where they agree. Latvia is the state refusing. The argument is over two individuals, not over the policy. Both counted the men; neither named them.
Not settled. How many states asked for the delisting — the count of three rests on one report. What happens if nobody agrees: a lapse and a three-year rollover are different stakes, and one report carries each. Which body would have to agree is named in neither. Neither report quotes a government, in Riga or anywhere else. We hold no report from Latvia itself on this.
What this is about. Two men on an EU list of Russians barred from entering the Union and cut off from assets held in it — and whether their names come off.
How it got here. Russia invaded Ukraine on 24 February 2022, and the European Union answered with successive packages of restrictive measures: asset freezes and travel bans on named individuals and firms, alongside trade and energy measures. Those listings are not permanent. They run for a fixed term and have to be rolled over by the member states, and sanctions decisions in the Council of the EU are taken by unanimity. That single rule is the whole mechanics of this story: one government can stop a name being added, one government can stop a name being removed, and a government that wants something can hold up the renewal of everything else until it gets it. Every rollover date is therefore also a negotiation.
Who is in it. The Council of the EU — the member states' governments, not the European Commission and not the European Parliament — is the body that would have to agree; neither report says so. Latvia, an EU member since 2004, borders Russia. Both reports name it as the state saying no. Der Standard says three other member states are asking for the two names to be struck; it does not say which, and no other report we hold gives a number at all.
What is at stake. Either the two names stay on the list or they come off, and something larger rides on the answer — though the reports do not agree on what. One says failure means the measures expire; the other says the rejected bargain would have bought the restrictions three more years.
Where it stands. As of 22 September there is no agreement, and the two men have not been named by anyone we can read.
The story so far
- taz and NOS call it a 'sham election', Welt a 'record result'; the commission's count gives United Russia 355 of 450 seats · 21 Sep 2026
- Russia says its Duma vote was under 'massive attack'; Welt names no attacker, HotNews says Putin blamed Ukraine without evidence · 19 Sep 2026

What is being argued about
- Who is named as the obstacle — the three states asking, or Latvia refusing
- What the two Russians are called: businessmen, or billionaires tied to Putin
- What happens if there is no deal: the measures lapse, or three more years of them
- What neither report supplies: the names, the states, or the deciding body
