Iran says Tehran is convening eight coastal states on Hormuz; The Jerusalem Post's sources say Gulf ministers are meeting Iran
Iran's foreign ministry says it will gather the ministers of eight Gulf coastal states in Oman on Monday to agree safe shipping lanes through the Strait of Hormuz. The Jerusalem Post, citing two people it does not name, has Gulf ministers meeting Iran's. No Gulf government is quoted in any report we hold.
Who calls it. Iran's foreign ministry spokesman, Esmaeil Baghaei, told IRNA that the foreign ministers of Iran, Iraq and the other states on the Gulf and the Sea of Oman will meet. LBCI, quoting him through an agency, says "Tehran intends to hold" the meeting. The Jerusalem Post, citing two people briefed on the matter, says "Gulf foreign ministers to meet with Iranian FM".
When and where. All three outlets say Monday, in Oman. IRNA gives the date: 14 September. Only The Jerusalem Post names the city, Salalah.
| IRNA | LBCI | The Jerusalem Post | |
|---|---|---|---|
| Who acts | Iran's spokesman announces | "Tehran intends to hold" | Gulf ministers meet Iran's |
| Who attends | Iran, Iraq, others — 8 states | Iraq and "other states in the region" | Gulf ministers, Iran's minister |

What it is for. IRNA says ministers will discuss "the results of Iran–Oman talks to set safe shipping routes" in the strait. The Jerusalem Post calls it a push "to secure deal".
What is not settled - Who attends. Only IRNA gives a number, and it names only Iran and Iraq. - Who invited whom. No report quotes Oman or any Gulf ministry. - What is on the table. No report publishes terms for the shipping lanes.
What this is about. Who sets the rules for ships using the Strait of Hormuz, the narrow sea lane between Iran and Oman, while a war involving Iran goes on.
How it got here. - The strait is the only sea route out of the Gulf. Eight states have coasts on the Gulf and the Sea of Oman: Iran, Iraq, Kuwait, Saudi Arabia, Bahrain, Qatar, the United Arab Emirates and Oman. Their oil and gas exports leave through it. Asharq Al-Awsat calls it "crucial to global oil supplies". - Shipping in the strait has come under attack before. In the Iran–Iraq war of 1980–88, both sides struck tankers, and the US Navy escorted Kuwaiti ships. - Iran and Israel have been enemies since Iran's revolution in 1979. A 2015 deal limited Iran's nuclear programme. The United States left that deal in 2018. - Hamas attacked Israel on 7 October 2023, and war in Gaza followed. Iran and Israel then struck each other directly in 2024. In June 2025, Israel attacked Iran and the United States bombed Iranian nuclear sites. - The fighting has now reached the sea. Earlier this month, our coverage carried Israel's defence minister, Israel Katz, threatening Iran's energy sites. We also carried a report in Iran's Shargh newspaper of a US drone destroyed over the strait. No American confirmation reached us.
Who is in it, and why. - Iran holds the northern shore. It says it is working out safe routes with Oman. - Oman holds the southern tip. It has long passed messages between Iran and the United States. - The Arab Gulf states need the strait for their exports, and several host US forces. - The United States wants allies to help secure the strait. Asharq Al-Awsat reports that Donald Trump pressed South Korea, and that Seoul is weighing a "contribution".
What is at stake. If Iran agrees shipping routes with its neighbours, it gains a say over traffic through a waterway the world depends on. If there is no deal, ships in the strait stay exposed to the war.
Where it stands. On 11 September, Iran said the ministers would meet in Oman on Monday 14 September. In the reports we hold, no Gulf government confirmed the meeting, and no terms were published.
