Le Figaro counts ten targets accused of repression; IRNA says 'several' and calls Canada's policy 'ineffective'
Canada announced new sanctions on Iran on Wednesday. A French paper gives the number of targets and Ottawa's reason. Iran's state news agency gives neither, and adds its own verdict.
What happened. Canada announced new sanctions on Iranian people and entities on 23 September. Both reports we hold carry the announcement. Neither quotes a Canadian or an Iranian official.
Where they differ. The two reports describe the same measure in opposite terms.
| Le Figaro | IRNA | |
|---|---|---|
| Who is targeted | "five senior Iranian officials and five state-linked entities" | "several Iranian individuals and entities" |
| Why | Ottawa accuses them of taking part in "the repression of the population" | No reason given |
| Frame | Part of the sanctions Canada has added since the 2022 protests | A "continuation of the ineffective policy" of economic pressure |
| Whose voice | The charge is attributed to Ottawa | "Ineffective" is IRNA's own word, with no source |
What the numbers rest on. Only Le Figaro gives the count of ten. Only Le Figaro gives the repression charge. IRNA, Iran's state news agency, gives no count.
What is not settled. - Who the ten are. Neither report names a single person or entity. - Whether the sanctions work. IRNA says they do not. Neither report offers evidence either way. - What Tehran's government said. IRNA's short report quotes no minister. - We hold only the opening lines of both reports. The full texts may say more.
This story is about Canada adding to its sanctions on Iran, and about how each side describes them.
How it got here. Canada and Iran have had no diplomatic relations since 2012. That year Ottawa closed its embassy in Tehran and expelled Iran's diplomats. Relations got worse in January 2020. Iran's Revolutionary Guards shot down Ukraine International Airlines flight PS752 after it took off from Tehran, and many of the dead were Canadian citizens and residents. In September 2022 Mahsa Amini, a young Kurdish Iranian woman, died in the custody of Iran's morality police. She had been arrested over her headscarf. Protests spread across Iran, and security forces put them down. Western governments, Canada among them, responded with sanctions on the officials and bodies they held responsible. Le Figaro says Canada has "multiplied" its sanctions since those protests. In 2024 Canada also listed the Revolutionary Guards as a terrorist entity.
Who the actors are. - Canada is a G7 member. Its sanctions freeze assets held in Canada and bar Canadians from dealing with anyone listed. - Iran is an Islamic Republic governed under a supreme leader. It treats Western sanctions as illegitimate pressure. - IRNA is Iran's official state news agency. What it publishes is the Iranian government's own press.
What is at stake. For Canada, the sanctions are a statement about how Iran treats its own people. For Tehran, each new round is more pressure from governments it calls hostile. People disagree about whether sanctions change any official's conduct, and neither report settles it.
Where it stands. Canada announced the new measures on 23 September. Neither report we hold names those targeted.
