Regnum says Trump "demanded", Ukrainska Pravda says he "asked", Vedomosti says the ask was not to block Russian diesel exports
Nine reports on this desk carry one remark Trump made to journalists on 13 September. They give it four different verbs, three different targets, and no answer from Kyiv.
The remark. Trump told journalists on 13 September that Ukraine should stop striking Russian diesel production, and gave a world fuel shortage as the reason. Nine reports on this desk carry it. No two carry the same sentence.
Four registers. Two reports say he asked, five that he called on or urged, one that he demanded, one that he told him. The hardest and the softest are both Russian: Regnum's headline says "потребовал" — demanded; Interfax moves the asking off Trump to "власти США", the US authorities.
| Outlet | Verb | What to stop hitting |
|---|---|---|
| Regnum | demanded | diesel plants |
| Ukrainska Pravda | asked | Russian diesel fuel |
| Interfax | asked (by the US authorities) | diesel-related facilities |
| Censor.NET | called on | oil refineries |
| Ekonomichna Pravda | called on | Russian diesel fuel |
| Suspilne | called on | diesel production sites |
| Life.ru | called on | diesel production sites |
| Vedomosti | called on | Russian diesel exports |
| Reuters | tells | Russian diesel |
The hedge. Ekonomichna Pravda and Suspilne mark the shortage claim "нібито" — supposedly. Censor.NET and Vedomosti attribute it inside the sentence. Ukrainska Pravda and Life.ru state it flat.
Not settled. Whether he said it to Zelensky directly: only Interfax carries "We talked about this with Mr Zelensky", and no report we hold gives a date or a reply. None carries an answer from Kyiv. No report holds a price or a supply figure; the shortage is his assertion in all nine. Four of the nine are Ukrainian outlets, four Russian, one a wire.
What this is about. The US president has asked Ukraine to stop one kind of attack inside Russia: strikes on the plants that make diesel.
How it got here. - 2014. Russia annexed Crimea. Fighting began in Ukraine's eastern Donbas region. - 24 February 2022. Russia launched a full-scale invasion of Ukraine. The war has continued since then. - From 2024. Ukraine began flying long-range drones deep into Russia. It hit oil refineries and fuel depots, far from the front. - January 2025. Donald Trump returned to the White House. He promised to end the war and has pressed both sides to negotiate. - This month. On 10 September we reported that Ziarul de Gardă said the Ryazan refinery had stopped working. Moscow said only that damaged refineries must be "restored". On 12 September, Zelensky offered Miami as a place for talks. Lavrov answered that he could come to Moscow. On 9 September, Ukrinform reported that Ukraine's allies expect the war to run into 2027.
Who is involved, and why. - Ukraine (President Volodymyr Zelensky, in office since 2019). Kyiv presents the refinery strikes as a way to hit the income Russia uses to pay for the war. It has few other ways to hit Russia at long range. - Russia (President Vladimir Putin). Russia is one of the world's big exporters of oil products, diesel among them. Its refineries are the targets. - The United States. It is Ukraine's most important backer. It is also trying to broker a settlement. Its president speaks about fuel prices as a domestic issue too.
What is at stake. If Kyiv stops, it gives up one of its few ways of hurting Russia's economy. That would take away pressure it could use in any talks. If it goes on, it risks friction with Washington, which supplies and sells it weapons. Trump says the strikes cause a world diesel shortage. None of the reports we hold gives a figure that tests that claim.
Where it stands. Trump spoke to journalists in Ireland on 13 September. None of the reports we hold carries a reply from Kyiv. None says whether the strikes have stopped.
The story so far
- Zelensky offers Miami; Lavrov answers "let him come" — to Moscow · 12 Sep 2026
- Two outlets say captured National Guardsmen were 'executed' near Dobropillia; Suspilne says Defence Forces soldiers were 'shot' · 11 Sep 2026
- Ziarul de Gardă says the Ryazan refinery "has ceased operations"; Moscow's account says only that damaged refineries must be "restored" · 10 Sep 2026
- Ukrainska Pravda's headline says one injured, its own first sentence says three · 9 Sep 2026
- Jerusalem Post says Russia hopes talks 'resume soon'; Ukrinform says allies expect the war into 2027 · 9 Sep 2026
- Espreso TV says Ukraine buys the Patriot missiles on an EU loan; Interfax says Europe buys them from the United States · 8 Sep 2026

What is being argued about
- What Trump asked Kyiv to stop hitting — refineries, diesel fuel, production plants or exports
- Whether it was a request, an urging or a demand
- Whether Ukrainian strikes are causing a world diesel shortage
- Whether the ask was put to Zelensky directly
