Telex says the Kremlin is "open to developing ties"; Magyar Nemzet says the same spokesman told Hungary what to expect
Three of the four reports we hold rest on one line from Putin's spokesman about the "valuable legacy" of Russian-Hungarian relations. Two read it as an offer, one as a warning. Only Libération says how many diplomats were expelled, and on what day.
Ten expelled — one report says so. Libération alone gives the number and the day: ten members of Russia's diplomatic mission, on Tuesday 8 September. Telex and Magyar Nemzet report the expulsion with neither a figure nor a date, so nothing we hold confirms or contradicts the count.
The same sentence, read two ways. Three reports rest on remarks by Putin's spokesman about the "valuable legacy" of Russian-Hungarian relations.
| Outlet | Moscow's reply, as reported | Who is named as acting |
|---|---|---|
| Telex (two reports) | the Kremlin is "open to developing ties" despite the expulsion | nobody — no actor named |
| Magyar Nemzet | the spokesman "sent a message to the Tisza government about what Hungary can expect" | "the Tisza government" |
| Libération | the decision "provoque l'ire de Moscou" — stated flat, no source | "La Hongrie de Péter Magyar" |
No Hungarian voice. No report we hold quotes a named Hungarian official. Magyar Nemzet is the only one that asks: the foreign ministry, it says, does not wish to publish anything further.
Not settled. The number: one report gives ten, two are silent. The spokesman's meaning: no report we hold prints his sentence in full beside the reading it gives it. And the reason: none of the four carries an official Hungarian explanation, while Libération's headline supplies a motive — a gesture towards Brussels — that no source in it states.
What this is about. Hungary has thrown members of Russia's diplomatic mission out of the country, and the four reports we hold disagree about what Moscow's reply meant.
How it got here. Russia invaded Ukraine on 24 February 2022, and the war is still being fought — we reported on 6 September that Le Figaro and NOS gave different accounts of a short halt in strikes on Kyiv. The European Union answered the invasion with rounds of sanctions on Russia, with money and arms for Ukraine, and by cutting most of its Russian energy. Nearly all of that needs every member state to agree.
Hungary was the state that did not. Viktor Orbán was prime minister from 2010; his Fidesz left the EPP in 2021 and helped found Patriots for Europe in 2024. Under him Budapest kept buying Russian oil and gas, refused to send weapons to Ukraine, and used the unanimity rule to delay sanctions and to hold up Ukraine's accession talks. Péter Magyar broke with Fidesz in 2024 and built Tisza, which sits with the EPP. The reports call the government in Budapest "the Tisza government" and the country "Péter Magyar's Hungary": the office has changed hands.
Expelling a diplomat is an ordinary power. Under the Vienna Convention on Diplomatic Relations of 1961, a state may declare a foreign diplomat unwelcome and require them to leave, and it need give no reason. We reported on 8 September that Budapest called the conduct "incompatible with diplomatic status", while Magyar Nemzet said the point was to fit "the European mainstream".
What is at stake. If this is a lasting turn, the Union loses its standing obstacle to unanimity on Russia and on Ukraine's accession. Moscow loses its most sympathetic capital inside both the EU and NATO. If it is a one-off gesture, little changes.
Where it stands. No named Hungarian official has explained it in anything we hold, and Magyar Nemzet reports the foreign ministry is saying no more.
The story so far
- Budapest says conduct "incompatible with diplomatic status"; Magyar Nemzet says it was to fit "the European mainstream" · 8 Sep 2026
- Le Figaro says Putin ordered a three-day halt on Kyiv. NOS says both presidents agreed one, with no end date. · 6 Sep 2026

What is being argued about
- Hungary's expulsion of Russian diplomats on 8 September, and how many outlets carry the number
- One statement by Putin's spokesman, read as openness by Telex and as a warning by Magyar Nemzet
- Who each report names as having ordered the expulsion
- The absence of any Hungarian official explanation
