Ukraine's prosecutor general removed: taz says corruption allegations, FAZ says a lost power struggle with Zelensky, Digi24 says a clash with the anti-corruption bureau

The Verkhovna Rada voted on Tuesday to remove Ruslan Kravchenko. Three reports give three reasons, three versions of his trip abroad and two ways to describe the vote. None gives a vote count.

What happened. Ukraine's parliament, the Verkhovna Rada, voted on Tuesday to remove Prosecutor General Ruslan Kravchenko. taz says he had already resigned. Digi24 says he resigned a week before the vote.

Three reasons, three trips, two votes.

taz Frankfurter Allgemeine Digi24
Reason given corruption allegations, no accuser named "lost the power struggle with Zelensky" (headline) a clash between the anti-corruption bodies and his office
His absence "went on a work trip" "has already left Ukraine" "strange trip to Paris" (headline)
The vote not described "a clear majority" "no vote against"

What only Digi24 carries. Digi24, citing the Kyiv Independent, says Kravchenko announced a day before the vote that he had approved charges against the head of the National Anti-Corruption Bureau (NABU). Digi24 also says NABU is investigating the Prosecutor General's Office over an alleged criminal group that protected fraudulent call centres and helped launder millions of hryvnias.

The Zelensky claim. Frankfurter Allgemeine makes it in its headline. The two sentences of its text we hold do not name Zelensky.

What is not settled. - Who made the corruption allegations, and against whom. taz does not say. - Why he went to Paris, and whether he has come back. - How many deputies voted. No report gives a number. - Whether the charges against the NABU head and his removal are linked. No report we hold says so.

Ukraine's prosecutor general heads the office that brings criminal charges. Ruslan Kravchenko held the post until Tuesday, when Ukraine's parliament, the Verkhovna Rada, voted to remove him. taz says he had already resigned; Frankfurter Allgemeine says he has left the country.

The removal sits inside a fight between two arms of the Ukrainian state. Digi24 says the National Anti-Corruption Bureau, NABU, is investigating Kravchenko's own office over an alleged criminal group that protected fraudulent call centres and laundered millions of hryvnias — and that Kravchenko, the day before the vote, approved charges against NABU's head. On that account each side is prosecuting the other.

What comes next is not settled in the reports we hold. None names a successor, none gives a count of the deputies who voted, and none says the charges and the removal are connected.

What is being argued about

  • Why the Verkhovna Rada removed Prosecutor General Ruslan Kravchenko
  • The charges he approved against the head of NABU a day earlier, carried by one report
  • His trip abroad, described three ways
  • How the vote is measured, with no count published

Three reports, three reasons

Each report gives a different reason for the dismissal. One says corruption allegations, one says a power struggle with Zelensky, and one says a clash with the anti-corruption bureau. Only one of the three mentions the bureau at all.

1 reports leading on corruption allegations 1 reports framing it as a fight with Zelensky 1 reports carrying the anti-corruption bureau dispute

One trip, three descriptions

His departure is a 'business trip' in one report, 'left Ukraine' in another and a 'strange trip to Paris' in the third. Two reports describe the vote, and neither gives a count.

3 reports describing his trip abroad 0 reports giving a vote count
Scored without the mastheads. Where the two passes differ, both are kept.

taz is the only one to give corruption allegations as the reason he resigned, and calls his absence a work trip.
