Oslo says a drone "almost hit" Zelensky's plane over Moldova; the Kremlin says nothing threatened it
Three reports, three accounts of Tuesday afternoon over Moldova. Only one of them carries a clock, and none carries a flight track.
Oslo. Norwegian prime minister Jonas Gahr Støre said on Wednesday that the plane carrying Volodymyr Zelensky "almost was hit by a drone" as it took off from Moldova for King Harald V's funeral. One of the three reports we hold names him.
Moscow. The Kremlin denied on Thursday that the plane was threatened by any drone. That report opens on the denial and never quotes the claim being denied.
Chișinău. Moldova's government describes a closure, not a near miss: airspace shut after 16:30 on 8 September when a Russian drone crossed in from Ukraine, three departures and four arrivals delayed, the drone confirmed to have exploded on the ground 160 km from Chișinău airport. Zelensky's plane, it says, left late for that reason.
| Who | What happened to the plane | Whose drone |
|---|---|---|
| Jonas Gahr Støre, via HotNews.ro | "almost hit by a drone" | not said |
| The Kremlin, via Digi24 | not threatened at all | no drone named |
| Moldova's government, via HotNews.ro | took off late | Russian, in from Ukraine |
| Público | "close to being hit" | no source named |
Not settled. Whether a drone came near the aircraft at all. No report we hold carries radar returns for the plane or a flight track. The Shahed identification rests on one unnamed source speaking to The Kyiv Independent. No report gives the time Zelensky's plane actually left.
What this is about. A Russian drone crossed into Moldova on the afternoon Ukraine's president was due to fly out of Chișinău. The question is whether it came close to his plane.
How it got here. - Russia annexed Crimea from Ukraine in 2014. On 24 February 2022 it launched a full-scale invasion. The war has continued since. - Both sides fight partly with drones. Russia sends long-range attack drones, many of them the Iranian-designed Shahed type, at Ukrainian cities and power plants. - Some have strayed across Ukraine's western borders into Moldova and Romania. This has happened repeatedly since 2022. It is how this war reaches the edge of the European Union. - Earlier this month we carried two accounts of a pause in strikes on Kyiv. Le Figaro said Putin ordered it. NOS said both presidents agreed to it. Drone flights over the region have continued since.
Who is involved, and why. - Ukraine, led by Volodymyr Zelensky, depends on Western military aid, above all for air defence. That was the reason for his meetings in Oslo. - Russia, whose drone it was according to Moldova's government, denies the plane was ever threatened. - Moldova borders Ukraine. It is not in the EU or NATO but has been an EU candidate since June 2022. Russian troops remain in its breakaway Transnistria region. - Romania is in both the EU and NATO. Its defence ministry tracked the drone and sent up two F-18s. - Norway is in NATO but not the EU, and backs Ukraine. Its prime minister made the "almost hit" claim.
What is at stake. If a Russian drone did endanger a head of state's aircraft, this is no longer a stray-drone story. It becomes a direct risk to a leader, and a test of how Moldova and NATO's eastern members police their skies. If it did not, it was one more drone incursion of a kind the region has seen before.
Where it stands. Moldova has confirmed a drone, the airspace closure and a late departure. It has not confirmed a near miss. No flight track has been published, and neither has any radar picture of the plane.

What is being argued about
- Whether a drone came close to Zelensky's plane as it left Moldova, or whether nothing threatened it
- Moldova's account of a closed airspace, timed to the minute, that describes no near miss at all
- A drone track that Romania says crossed its own airspace, sending up jets and alerting five counties
- Who is named as sending the drone, and who is left out of the sentence
