UN News says China and Russia vetoed a US-backed Iran sanctions panel; IRNA names only China, defending Iran's 'legitimate right'
A Security Council draft to set up a panel of experts on Iran's nuclear sanctions was vetoed. The UN's own news service names two vetoing states and the country behind the draft. Iran's state news agency names one, and gives that country's reason.
What happened. UN News reports that a United States-backed draft at the UN Security Council would have set up a sanctions panel of experts on Iran's nuclear facilities. The draft was vetoed. UN News says the General Assembly met on Thursday to examine the veto.
Where the two accounts differ.
| UN News | IRNA (Iranian state agency) | |
|---|---|---|
| Who vetoed | China and Russia | Only China named |
| What was blocked | A US-backed sanctions panel of experts | "The draft resolution" |
| Who backed the draft | United States | Not named |
| Reason given | None | China's: keep diplomacy alive |
| Leads with | The Assembly debate | Iran's right to peaceful nuclear energy |
China's case, as IRNA reports it. IRNA says China's deputy UN envoy, Sun Lei, gave his reasons. He says Beijing opposed the draft to protect diplomatic efforts and to settle the nuclear dispute through talks. He says Iran's "legitimate right" to use nuclear energy peacefully must be respected.
Who is heard. 1 of 2 reports quotes a state that cast the veto. Neither quotes the United States or Russia.
What is not settled. - Only one report says Russia vetoed. The IRNA text we hold does not mention Russia. - Neither report gives the date of the Council vote or the full count. - We hold no report of the US case for the panel. - We hold no report of what Russia said in the Assembly.
What this is about. The UN Security Council voted on whether to set up a panel of experts to watch over sanctions on Iran's nuclear programme, and a veto blocked it.
How it got here. Iran has enriched uranium for years and says its nuclear programme is peaceful. The United States, Israel and European governments have long suspected Iran of trying to gain the means to build a weapon. Iran denies this. In 2015 Iran signed the Joint Comprehensive Plan of Action with the US, the UK, France, Germany, Russia and China. Iran accepted limits on its programme, and in return sanctions were lifted. Security Council Resolution 2231 endorsed the deal. It wound down earlier UN sanctions on Iran, and the expert panel that had monitored them. In 2018 the US, under President Donald Trump, left the deal and brought back its own sanctions. Iran then went beyond the deal's limits on enrichment. In June 2025 Israel, and then the US, struck Iranian nuclear sites. In August 2025 the UK, France and Germany triggered the deal's snapback mechanism, and UN sanctions on Iran returned at the end of September 2025. Russia and China said they did not recognise that step.
Who is involved. The Security Council has five permanent members: the US, the UK, France, Russia and China. Any one of them can block a resolution with a veto. Since 2022 the General Assembly has met after every veto, so that the states that cast it can be asked to explain. The US has pushed for tighter enforcement against Iran. Russia and China are Iran's closest partners on the Council.
What is at stake. The UN uses a panel of experts to report on whether its sanctions are being obeyed. Whether Iran has one decides how much independent checking the returned sanctions get.
Where it stands. The draft was vetoed, and the General Assembly debated the veto on Thursday 1 October. The reports we hold give neither the date of the Council vote nor the full count.
