Zelensky says refinery strikes answer a Russian plan to empty Kyiv; El Mundo says Moscow is retaliating, and Life.ru calls it an empty threat
Ukraine's president told Reuters on 3 October that Kyiv will step up strikes on Russian oil refineries but will not hit civilians. Seven outlets carried it. They split on why the strikes are coming and whether to take the threat seriously.
What was said. Volodymyr Zelensky told Reuters that Ukraine will hit Russia's "energy sector" in answer to attacks on Ukraine's own. "First and foremost, oil refineries: they are what gives them the money to fight this war," he said, according to An-Nahar. He said Ukraine would not strike civilian targets. All seven reports we hold carry the statement.
Where the accounts differ. They disagree on who started this round and why.
| Outlet | Why Russia is striking Kyiv | Voice |
|---|---|---|
| Censor.NET | To force people out of Kyiv and other cities | Stated as fact in the lede |
| El Mundo | Retaliation for Ukrainian attacks on Russia | Stated as fact |
| An-Nahar | Zelensky says to empty cities. Russia's foreign ministry says retaliation. | Both attributed |
| Life.ru | Not addressed. Says no timing, scale or targets were named | Its headline mocks Zelensky |
Who sought the other side. Only An-Nahar says it asked the Kremlin for comment. It could not reach the Kremlin. It also notes that both sides deny targeting civilians.
The oil angle. An-Nahar alone reports that Donald Trump urged Ukraine last month to stop hitting Russian oil sites, saying it pushes up world diesel prices.
What is not settled - Zelensky says intelligence documents show Putin ordered wider strikes on schools, hospitals and roads. Nobody else has seen them. - The 140 km² he says the "Vivaldi" counteroffensive retook has no independent or Russian figure. - No report gives a timing, a scale or named targets for the new refinery strikes.
This story is about whether Ukraine will hit Russia's oil industry harder, and what that means for fuel supply going into winter.
How it got here. Russia annexed Crimea in 2014 and backed armed separatists in Ukraine's eastern Donbas region. On 24 February 2022 it launched a full-scale invasion. An-Nahar describes the war, now in its fourth year, as the deadliest in Europe since the Second World War. Both sides have attacked the other's energy systems. Russia has struck Ukraine's power grid with missiles and drones, especially before winter, when heat and light matter most. Ukraine has answered with long-range drones, and now its own missiles, against Russian refineries and fuel depots far from the front.
Who is in it. - Ukraine, led by President Volodymyr Zelensky, says refineries earn Russia the money to keep fighting. - Russia, led by President Vladimir Putin, says its strikes on Kyiv answer Ukrainian attacks on Russian soil, according to its foreign ministry as reported by An-Nahar. - The United States under President Donald Trump has been trying to revive peace talks. An-Nahar reports that Trump urged Ukraine to stop hitting Russian oil sites because of the effect on diesel prices. - European governments fund much of Ukraine's defence. An-Nahar reports Kyiv and its European partners are working to close a $27bn defence budget gap this year.
What is at stake. Russia is one of the world's largest oil exporters, and oil sales are a main source of its state revenue. Damaged refineries can cut Russia's fuel output, raise prices at home and shift export flows, which reaches diesel buyers far from the war. For Ukraine, the question is whether this pressure is worth the friction with Washington.
Where it stands. Zelensky says he has had no sign that Putin wants peace talks or a ceasefire on energy targets. Russia demands all of Donbas before any deal.
