Investigate the creators of 'NAZA', says Shurat HaDin; we can't investigate before watching it, says the army

A documentary carrying soldiers' accounts from Gaza has produced two demands for a criminal case in one day. They point at different people, and no case of either kind has opened.

Levant & Iran Israel Palestine

One film, two demands. We hold three reports on the documentary "NAZA", all published on 16 September, all Israeli. Two of them call for a criminal investigation. They do not mean the same investigation.

Who the file would be opened on

Outlet Who it puts in the frame Whose words
The Jerusalem Post the people who made the film Shurat HaDin, quoted directly
Haaretz, 12:21 the soldiers the film interviewed military officials, unnamed
Haaretz, 13:44 Israeli television journalists the paper's own voice, unattributed

Nobody from the film speaks. No report we hold quotes a person who made "NAZA" or a soldier who appears in it. None describes what the film actually shows. The Jerusalem Post report does not summarise its contents at all.

The army's reason is the army's. Haaretz attributes it inside the sentence: officials say no criminal probe has opened because they have yet to see the film or identify the soldiers in it. Shurat HaDin, introduced as representing victims of the 7 October attack, says "every day that passes may cause substantial harm to the investigation".

Not settled. Whether any investigation has opened, into anyone. What the film shows. Who the soldiers are. Whether Israeli broadcasters covered the allegations — one report says never, and no report we hold tests it.

What this is about. An Israeli documentary called "NAZA", carrying accounts from soldiers who served in Gaza, has produced two rival demands that Israel open a criminal file — pointing at different people.

How it got here. Hamas-led fighters attacked southern Israel on 7 October 2023. Israel went to war in Gaza, and the fighting and its aftermath have run since. Allegations that Israeli forces committed war crimes there have followed the war from its early months. Israel's government rejects them. They are before two courts in The Hague: South Africa's genocide case against Israel at the International Court of Justice, filed in December 2023, and the International Criminal Court, whose judges issued arrest warrants in November 2024 for Prime Minister Benjamin Netanyahu, former defence minister Yoav Gallant and a Hamas commander. The ICC exists to act only where a state does not genuinely investigate its own — which is why what Israeli investigators open, or decline to open, carries beyond Israel.

Who is in it. Israel's army investigates its own soldiers' conduct, through the Military Advocate General. The Shin Bet is Israel's internal security service. Shurat HaDin is an Israeli legal group that brings lawsuits on behalf of victims of attacks; the Jerusalem Post introduces it as representing victims of the 7 October attack. Haaretz and the Jerusalem Post are Israeli daily papers. Israeli broadcasters publish under a military censor empowered to bar material on security grounds — a limit on what domestic outlets may carry, not evidence about what happened.

What is at stake. Whether what the soldiers describe is examined at all — or whether the case that opens is instead about the making and broadcasting of their accounts.

Where it stands. On 16 September, no file of either kind had opened. The army says it has not yet watched the film or identified the soldiers in it.

What is being argued about

  • Two demands for a criminal investigation pointing at different people
  • The army's stated reason for not opening a probe
  • What the reports do not describe: the film's contents, the soldiers, the film-makers' answer

Two investigations demanded, of two different people

One report carries a demand to open a criminal investigation into the people who made the film. Two report the question as whether the soldiers in it will be investigated, with the military saying it has not yet watched the film or identified them. The three reports disagree on who the subject of a case would be.

1 reports where the film-makers are the proposed subject 2 reports where the soldiers are the proposed subject 0 reports quoting the film-makers

Nobody from the film speaks

No report we hold quotes anyone who made the film or anyone who appears in it. The demand against the film-makers is quoted directly; the military's position is given through officials who are not named. One report judges the conduct of other broadcasters in its own voice, without attributing the judgement or counting it.

1 reports quoting the legal group directly 1 reports attributing the military position to unnamed officials 0 reports quoting a soldier who appears in the film
Scored without the mastheads. Where the two passes differ, both are kept.
