Life.ru says the prosecutor general fled Ukraine; Espreso TV says he booked himself five days in Paris
Eight reports, seven outlets, one decree. All say Ruslan Kravchenko was suspended on 14 September. One says he ran; one calls him former already; two say parliament has yet to vote.
The decree. All eight reports we hold say President Volodymyr Zelensky suspended Ruslan Kravchenko as prosecutor general on 14 September. Espreso TV and Regnum both quote the operative line. Espreso TV alone names the legal basis: an article of the law on the legal regime of martial law.
The morning. Espreso TV is the only report that says what came first — that hours earlier Kravchenko announced he had signed a notice of suspicion against Semen Kryvonos, director of the anti-corruption bureau, over forged documents and a fictitious adoption. Censor.NET's live report has Kryvonos and anti-corruption prosecutor Oleksandr Klymenko answering "Kravchenko's accusations". That confirms accusations were made, not what they were.
Where he is, by outlet.
| Outlet | What it says became of him | Attributed to anyone? |
|---|---|---|
| Espreso TV | Suspended. He writes he is on a foreign work trip; sources place it as a five-day trip to Paris he arranged himself; the Council of Europe assembly says he is not attending | Yes — to him, to Suspilne, to the assembly |
| Life.ru | "Fled Ukraine", in the headline. Its own text says parliament votes on his dismissal on 15 September | No |
| Censor.NET | "Former prosecutor general", before any vote | No |
| Regnum | Suspended. Calls the president "head of the Kyiv regime" | No |
| Ukrainska Pravda | Suspended, and nothing further | — |
Not settled. Whether Kravchenko is out of office or out of the country. The charge against Kryvonos rests on one report. We hold nothing on what the anti-corruption bureau said at its briefing, only that it was speaking.
What this is about. Who gets to investigate corruption in Ukraine — and whether the country's chief prosecutor still holds the job.
How it got here. Ukraine has been at war since Russia's full-scale invasion of February 2022, and has been under martial law ever since. Martial law is why this is a decree at all: it lets the president suspend officials he appoints. Separately, after the 2014 uprising and the change of government that followed, Ukraine built two bodies to pursue official corruption — the national anti-corruption bureau and a specialised anti-corruption prosecution service, both operating from 2015, both deliberately placed outside the prosecutor general's chain of command. Western lenders and the European Union treated their independence as a condition; Ukraine became an EU candidate in June 2022 with that condition attached. In July 2025 parliament passed a law putting both under the prosecutor general's authority, then reversed it within days after street protests. The fault line in today's story is that same one.
The immediate chain, as the reports give it: on 4 September the bureau and the anti-corruption prosecutors said they had uncovered a criminal organisation, involving — by their account — an official of the Prosecutor General's Office, suspected of shielding fraudulent call centres. On 8 September Zelensky said he had met Kravchenko, who had submitted a resignation letter, and that a request would go to parliament. On the morning of 14 September Kravchenko said he had signed a suspicion notice against Semen Kryvonos, who runs the bureau.
The actors. Zelensky appoints the prosecutor general and, under martial law, can suspend him. Parliament, the Verkhovna Rada, must vote a dismissal. Kryvonos and Oleksandr Klymenko head the two anti-corruption bodies. The Council of Europe's parliamentary assembly appears only because Kravchenko's trip was booked for its hearings.
At stake. Whether the institutions Ukraine's EU path rests on can investigate the office above them — or be removed by decree in wartime.
