Vedomosti says almost half of Kherson has already voted early; Ukraine's security service calls the same vote "pseudo-elections"
Three reports, filed within ten minutes of each other on 14 September. One carries a turnout share with nobody named as having counted. Two carry a warning not to take part, and a ten-year prison term for organising it.
One number, no counter. Vedomosti's headline states that in Kherson region "almost half of voters" have already cast early ballots for the Russian State Duma. We hold no text beneath it — no denominator, no date of counting, and nobody named as having counted.
Two reports call it something else. Espreso TV and Obozrevatel both report Ukraine's security service urging residents of occupied territory not to take part, and both put the word elections inside quotation marks.
| Outlet | What it calls the vote | Turnout | Who is cited |
|---|---|---|---|
| Vedomosti (Russia) | elections, no quotation marks | almost half, voting early | nobody named |
| Espreso TV (Ukraine) | "pseudo-elections", unlawful "expression of will" | none given | security service |
| Obozrevatel (Ukraine) | "elections" | none given | security service |
The penalty and the warning. Espreso TV alone carries the criminal sanction — up to 10 years with confiscation of property for organising such a vote or publicly calling for it. It also carries a foreign intelligence warning of polling-station bombings and attacks on collaborators, which it hedges as a supposition while stating the prison term flat.
Not settled. Who counted the Kherson ballots, out of how many registered voters, and on what date. Whether early voting was under way on 14 September, when two reports date the vote to 18–20 September. No report we hold quotes a person living on the territory.
What this is about. Russia is holding its State Duma election in the parts of Ukraine it occupies, including Kherson region. Ukraine says the vote is illegal, and Ukrainian law can punish the people who organise it.
How it got here. - 2014: Russia annexed Crimea, and fighting began in Donetsk and Luhansk in eastern Ukraine. The war dates from that year. - February 2022: Russia launched its full-scale invasion. Within weeks its forces took Kherson city and most of Kherson region. - September 2022: Russia held votes it called referendums in parts of four regions: Donetsk, Luhansk, Zaporizhzhia and Kherson. It then declared all four part of Russia. Ukraine and most UN member states reject the annexation. A UN General Assembly resolution in October 2022 declared it invalid. - November 2022: Ukraine retook Kherson city and the right bank of the Dnipro. Russia still holds the left bank. The river is now the front line. - 2023: Russia held regional elections in the occupied areas. - 2026: The State Duma is Russia's lower house of parliament. It is elected every five years. This is the first Duma election since Russia claimed the four regions, so they are included in the vote.
Who is involved, and why. - Russia's election authorities run the vote. They treat the occupied regions as Russian territory. - Ukraine's security service, the SBU, says Russia wants the vote to make its rule look legitimate. It tells residents not to take part. Organising or publicly promoting such a vote is a crime under Ukraine's Criminal Code. - The residents are caught between the two. They live under Russian administration, while Ukrainian law can later prosecute them for helping run the vote. No report we hold quotes any of them.
What is at stake. Russia can present a vote as proof that people in these areas accept its rule. Ukraine and most other states say an election held under occupation proves no such thing. The vote also decides who is prosecuted if Ukraine regains the territory.
Where it stands. Two of the reports give 18–20 September as the voting days. Early voting was held before that. We hold no final results.

What is being argued about
- A turnout share published for occupied Kherson with nobody named as having counted
- Ukraine's security service calling the vote unlawful and urging residents not to take part
- A ten-year prison term for organising it, carried by one report only
- Dates that do not sit together: voting already under way, or 18–20 September
