Reuters says a 'Russian official' will go to Houston; Le Figaro says a diplomat, the second since 2022
Reuters and Le Figaro both cite the White House for news that Russia will attend next week's G20 energy meeting. Neither names the Russian. Only Le Figaro says it is the second time since the 2022 invasion of Ukraine.
What is reported. A Russian will attend a G20 meeting on energy in Houston next week. Reuters and Le Figaro both carry it. Both attribute it to the White House. Neither names the person who spoke, and neither names the Russian who will go. Two reports, one account.
Where the two differ.
| Reuters | Le Figaro | |
|---|---|---|
| Who attends | "Russian official" | "responsable russe" (official) in the headline; "diplomate russe" (diplomat) in the first line |
| Source | "White House official says" | "selon la Maison-Blanche" (according to the White House) |
| History given | none in what we hold | second time since "l'invasion de l'Ukraine, en 2022" |

What Le Figaro adds. Le Figaro says this is the second time since 2022 that a Russian diplomat will attend a G20 meeting. It calls the war an invasion in its own voice. Its headline attributes the news to the White House. Its first line states it flat.
What is not settled.
- Who the Russian is, and what post they hold. An official and a diplomat are not the same job.
- Whether Moscow has confirmed. Neither report cites Russia.
- Which meeting was the first. Le Figaro does not name it in the line we hold, and no other report we hold confirms the count.
- What the Houston meeting is meant to decide on energy. We hold only the headline and first line of each report.
What this is about. Russia is due to send someone to a meeting of the world's largest economies on energy, held in the United States, while its war on Ukraine goes on.
How it got here.
- The G20 began in 1999 as a forum for finance ministers. Since 2008 its leaders have met every year. Its members are 19 countries, the European Union and the African Union. Together they cover most of the world's output and trade. Russia is a founding member.
- In 2014, after Russia annexed Crimea, the other members of the G8 suspended it. That group became the G7 again. Russia stayed in the G20.
- In February 2022, Russia launched a full-scale invasion of Ukraine. The US, the EU and their allies imposed sanctions on Russian banks, trade and energy, including a G7 price cap on Russian oil. Russia stayed in the G20 because the group has no way to expel a member, and several members, including China and India, opposed isolating it.
- The G20 presidency rotates each year. The United States holds it in 2026. A presidency hosts ministers' meetings on single subjects through the year. This desk covered a G20 meeting in Chapel Hill on 6 September.
Who is involved.
- The US is the host. It is the world's largest oil and gas producer.
- Russia is one of the largest oil and gas exporters, and much of what it sells is under Western sanctions.
- Ukraine is not a G20 member.
What is at stake. A Russian seat at an energy table in Houston could be read as a thaw between Washington and Moscow. Allies who back Ukraine may read it as a crack in its isolation. Energy prices are already under strain: on 9 September France 24 put oil above $100 after Iranian attacks on shipping.
Where it stands. The White House says a Russian will attend. Moscow has not confirmed it in any report we hold. Le Figaro calls it the second time since 2022. Russia's foreign minister attended the G20 leaders' summits in 2022 and 2023, so Le Figaro's count may cover only a narrower set of meetings. We cannot tell which from the one line we hold.
