Russia's envoy says US–Iran talks 'have not begun'; Tehran says it has already answered a US proposal
Four reports from 4 October give three accounts of the same diplomacy. A Russian diplomat says real talks have not started. Iran's foreign ministry says it has replied to Washington. A broadcaster says a Qatari mediator is putting forward proposals. No report we hold quotes a US official.
Three accounts in one afternoon. All four reports came out within half an hour of each other on 4 October.
| Who | What they say | Carried by |
|---|---|---|
| Mikhail Ulyanov, Russia's envoy in Vienna | "Real negotiations between Iran and America have not yet begun" | Shargh |
| Iran's foreign ministry spokesman | Tehran "has already replied" to the US proposal | An-Nahar |
| Kazem Gharibabadi, Iran's deputy foreign minister | US views are "under review" | Shargh |
| Al Jazeera | Talks show growing diplomatic activity; a Qatari mediator has made proposals | Shargh |
What the talks are about. An-Nahar reports the Iranian spokesman saying the US proposal is like earlier ones and centres on the nuclear file. Tehran wants to talk about the Strait of Hormuz.
Washington is heard only secondhand. Shargh says Ulyanov was answering claims about talks with Iran made by the US war secretary, Pete Hegseth. Shargh does not quote Hegseth. None of the four reports quotes a US official.
Iran is also planning for failure. Gharibabadi told Shargh that Iran is keeping "the necessary preparations for other scenarios".
What is NOT settled - Whether Iran has replied or is still reviewing. Two Iranian officials say it two different ways. - What Qatar has proposed. Only one report carries it, relaying Al Jazeera. - What Hegseth said. We hold only Russia's answer to him. - For the three Shargh reports we hold only an opening line, not the full text.
This story is about whether the United States and Iran are negotiating at all, and over what.
How it got here. Iran's nuclear programme has been the core dispute between the two countries for two decades. In 2015 Iran made a deal with six powers, including the US and Russia. It limited its uranium enrichment in exchange for sanctions relief. President Donald Trump took the US out of that deal in 2018 and brought the sanctions back. Iran then expanded its enrichment. The region has been escalating since the Gaza war that followed the Hamas-led attacks on Israel of 7 October 2023. In June 2025 Israel and Iran fought a twelve-day war, and the US struck Iranian nuclear sites. The two countries are now at war. The reports we hold do not describe the fighting itself.
The actors. - The United States wants limits on Iran's nuclear programme. Pete Hegseth heads its defence department, which the administration renamed the Department of War in 2025. - Iran says, through its foreign ministry, that it wants talks to focus on the Strait of Hormuz. - Qatar hosts a large US air base and keeps working ties with Tehran. It has mediated between the two before. - Russia is an ally of Iran and signed the 2015 deal. Mikhail Ulyanov represents it at the international bodies in Vienna, including the UN's nuclear watchdog, the IAEA.
What is at stake. The Strait of Hormuz is the narrow sea lane between Iran and Oman. It is the only sea route out of the Gulf for the oil and gas exports of several states. Talks that cover only the nuclear file leave the strait in dispute. Talks that cover only the strait leave the nuclear question open.
Where it stands. On 4 October Iran says it has received a US proposal. Whether it has formally answered, and whether this counts as negotiation, is disputed.
